As part of the divisional leadership team, you will provide strong, visible, professional leadership and focus for the delivery of the best of care throughout the division. You will be accountable for all of the services across the division ensuring high-quality, flexible and responsive service delivery.

You will be responsible for devising robust plans which look to sustain achievement of the constitutional (operational) and financial standards, as well as regularly reviewing these to ensure that plans are effective.

You will agree and work within an annual budget for income and expenditure, including efficiency/CIP requirements. You will ensure divisional contributions to the Trust's Improvement Plan & Patient First Improvement Programme.

The role will also support aspects of clinical governance compliance and assurance related to the programme, ensuring safe and effective use of all resources.

Main duties of the job

The Director of Operations will contribute to delivery of the Trust's strategic plan, by working in partnership with the Care Group Management teams and external health economy partners to achieve the Trust's corporate objectives and to make a positive contribution to ensuring that the care provided is safe, personal and effective.

Accountable for all of the services across the division, working alongside the Medical Directors and Director of Nursing, ensuring high-quality, flexible and responsive service delivery as per the Trust's standards. In conjunction with the Medical Director and Divisional Director of Nursing, develop and deliver the strategy and performance management of the Division.

This will include responsibility for the achievement of the relevant key performance and access targets, contractual obligations including CQUINS and all CQC standards.

Support the Chief Operating Officer in dealing with external commissioners, engaging in complex negotiations with regard to service contracts and in addressing operational performance issues raised.

Actively support the development and implement qualitative and quantitative measures to establish and monitor performance against organisational strategy.

Manage the resolution of complex complaints and issues from patients, staff, suppliers and other internal and external service providers and partners in line with Trust policy and procedures, in a timely way and in line with service delivery values and priorities.

Support the transformation and integration of services with other providers so that they meet the needs of commissioners and are focused on the needs of the local communities and / or specific patient groups.

Responsible for compliance with Trust complaints procedure for all complaints received within the programme, identifying, agreeing and implementing subsequent action plans.

  • Formal management qualification or a recognised professional development programme

  • Extensive specialist knowledge of the NHS & Social Care, equivalenet to doctorate level, including infrastructure and arrangements at national, regional and local levels
  • Up-to-date knowledge of NHS system reform policy and other key policy drivers. (Performance Management, operating Framework, capacity planning, payment by results, independent sector development and Foundation Trust issues)
  • Clear understanding of transformation programmes and service development and improvement
  • Knowledge of finance & HR Policies and Procedures in the NHS

Experience

  • Significant experience in an Operational management role at a senior level
  • Experience in implementing innovative clinically led services
  • Experienced in strategic business planning and the presentation of complex business cases at Board level.
  • Demonstrate a successful track record of delivering effective healthcare services as a senior manager or director in a large, multifaceted healthcare environment including staff management, financial management and change management.
