Job summary

An exciting opportunity has arisen for an enthusiastic, self-motivated individual to join our established and dedicated Estates Shared Service Team.

This vacancy is for a fixed term of 12 months.

In this role you will contribute to ensuring that Lincolnshire delivers a high-quality service that meets the needs of all our patients and families in line with Trust strategies. The Estates Shared Service; Lincolnshire Partnership NHS Foundation Trust (LPFT) and Lincolnshire Community Health Services NHS Trust (LCHS) are looking to recruit a suitably-qualified and experienced Estates Officer to support the Property Management team; to help obtain, monitor, and manage Estates Property issues; to ensure a high-quality and compliant portfolio across the Estate.

This is an excellent opportunity to deliver positive improvements to the Healthcare Estate and improve the environment for patients, staff and visitors. The successful candidate will have good communication skills and possess the ability to work on their own initiative.

Main duties of the job

The Estates Officer will provide expert advice, support and assurance on all matters of Estates (Property) through a Shared Estates Service, serving the needs of Lincolnshire Partnership NHS Foundation Trust (LPFT), Lincolnshire Community Health Services NHS Trust (LCHS) and partner organisations, ensuring that the needs and expectations of all stakeholders are met.

The role will provide support to the Head of Estates (Property) and the wider Estates and Facilities team of a Shared Estates Service. The services will be delivered in line with all relevant legislation, regulation, and guidance appertaining to the field of work.

The role will work closely with Estates colleagues and client teams across the Trusts and its partner organisations contributing to the overall management of Estates (Property) projects, Policies/Procedures, and Estates (Property) improvement initiatives.

The post holder will be responsible for ensuring staff, patients and visitors are able to deliver/receive the required level of care in a safe and appropriate Healthcare environment.

Job description

Job responsibilities

To provide support to the Head of Estates (Property); in the efforts of Estates (Property) monitoring, management and improvements.

To provide professional Estates (Property) support; serving the needs of Lincolnshire Partnership NHS Foundation Trust (LPFT), Lincolnshire Community Health Services NHS Trust (LCHS) and partner organisations, ensuring compliance with current statutory requirements, codes of practice and Trust policies and procedures.

Identify the Trusts status in regard to compliance with current legislation and guidance, escalate non-conformities, and put in place/recommend corrective actions and forecast resources required.

Support the Estates (Property) team; ensuring meetings are regular and documented.

Liaise with Trust staff and others when conducting Estates (Property) audits and assessments, compile standardised professional management reports as necessary; to provide support and guidance on compliance with Estates (Property) legislation and best practice measures.

To investigate and respond to complaints both formal and informal in accordance with the Trusts and partner organisation complaints procedure.

Monitor the maintenance of Estates (Property) records and the development of local Estates (Property) manuals for Trust and partner organisation premises.

Provide specialist advice and guidance to the Estates and Facilities Directorate for initial design input in the preparation of Capital Projects to deliver effective facilities, which maximise safety and minimise revenue costs and risk.

Develop and maintain effective partnerships with other directorates, services, organisations regarding Estates (Property) issues; working with all levels of staff and partners, across all sites and community premises, to ensure an ongoing awareness of fire procedures and policies, primarily through organised fire lectures and regular consultation.

Daily contact with operational managers and partners with regard to site issues; maintenance concerns, road closures, building works etc.

Develop and implement a clear Trust Estates (Property) strategy, ensuring an effective programme of; training, inspections, risk assessments and maintenance programmes are developed and delivered to meet statutory requirements, minimise risk and resolve all Estates (Property) issues to provide a safe environment for patients, staff and visitors.

Negotiate any changes necessary in support of the agreed Estates (Property) Policies.

To contribute to appropriate estate condition surveys to inform and enable the Trusts to plan changes to its estates as required.

  • Degree level, or equivalent professional qualification relating to Estates (Property) and/or experience in Built Environment/Trade qualification.
  • Understanding of Health and safety legislation and its application to a healthcare environment.

  • Evidence of continuing professional development
  • Corporate membership of a Professional Organisation

Experience

  • Previous experience in Estates and Facilities operations.
  • Previous experience working with Estates compliance (Hard and Soft FM); Statutory and Non-Statutory documentation
