If so we are looking for a Senior Project Manager to join the busy team responsible for Oriel, a joint venture between Moorfields Eye Hospital, the UCL Institute of Ophthalmology and Moorfields Eye Charity to create a new, purpose-built centre of excellence for eye care, research and education.

Together the Oriel partners will relocate all services from Moorfields Eye Hospital on City Road and UCL IoO on Bath Street, to the new, integrated centre in St Pancras, Camden. Construction is well underway with all 10 levels of the centre built and it is due to open in 2027. The centre will be flexible and modern, enabling us to bring together eye care, research, and education for the first time, while focusing on patients, and attracting and retaining the best ophthalmic scientists, educators and clinicians.

To help make this a reality, we are looking for dynamic candidates to take a lead role in delivering our operational commissioning and relocation plans, to ensure that the new centre is fully ready to function safely, efficiently and compliantly before it opens to patients, staff, researchers and students.

The post holder will be employed by Moorfields as the partner host for the programme and report directly to the Directors of Operational Change.

Main duties of the job

Within the Oriel programme there are several workstreams which are set up to deliver the programme objectives.

Operational commissioningOperational commissioning is the structured, multi stage process to ensure that the new centre is fully ready to function safely, efficiently and compliantly before it opens to patients, staff, researchers and students. This includes:

Assurance: taking specific responsibility for developing and delivering aspects of the operational commissioning master plan; overseeing and coordinating accreditation, compliance and regulation of equipment, services and functions in the new building; undertaking readiness reviews with external partners, such as government and the New Hospitals Programme.

Quality and safety: coordinating the updating of policies and procedures; emergency preparedness and business continuity planning; infection control

People: developing a staff orientation, induction and familiarisation plan for all staff; organising simulations; staff and patient communications

Relocation

The relocation workstream is responsible for appointing a specialist relocation firm and working with them to plan the relocation to ensure minimal disruption to clinical activity. This includes:

Move management: developing and delivering detailed move plans with all departments; readiness and go/no-go planning; working with the specialist relocation partner; planning and delivering relocation to the nearby corporate administration hub.

Experience

Essential

  • Project management experience managing multiple complex projects within the NHS or a comparable large organisation, preferably in a service-related environment.
  • Proven experience of managing major transformational change projects to a successful conclusion including realising objectives and benefits delivery within the project deadline and costs.

Desirable

  • Proven experience of operational commissioning of a new hospital build inc with products / services in healthcare (NHS)

Education and Qualifications

Essential

  • Higher education qualification / masters, preferably in management- based studies, or relevant equivalent experience.
  • At least ONE of the following or similar: Accredited QSIR Practitioner, PRINCE2(TM) or AMP Practitioner qualification, Agile or other similar methodology e.g. Scrum, Kanban, Lean

  • Effective supervision of a project team where you do not have direct line management responsibility. Working with operational managers, frontline operational and clinical staff and third- party contractors.
