Job summary

This role is part of the IT Operations, who are responsible for:

  • Maintaining our IT services and ensuring they remain operational, performant, supported, fit-for-purpose and meeting the needs of our end users
  • As IT subject matter experts, contributing to the design and development of new products and services
  • Proactively maintaining our IT service portfolio and reducing technical debt

There are a number of different teams within IT Operations, aligned to specific user needs / services. Each IT service team will have a number of different services that form the service offering to end users.

Main duties of the job

The IT Procurement and Asset Manager is a key role in supporting the Trust in managing and supporting technology assets. You will lead on and be responsible for IT procurement activities needed by the Trust, including hardware, software and services, ensuring adherence to the Trust's procurement policies and guidelines.

You will set the policy, process and standards for good asset management practices across IT and be responsible for embedding good asset management practices across teams.

The end user technology service team is responsible for a variety of different services, covering:

  • Endpoints - desktops, laptops, thin clients
  • Mobile devices - mobiles, tablets, scanners
  • Print - multi-function devices, label printing
  • Collaboration services - audio visual equipment, messaging, content collaboration

An IT Procurement & Asset Manager is responsible procuring and managing both IT software and hardware along with managing exist assets within the organisation. At this role level, you will:

  • Manage end-to-end procurement of IT assets and services, including requirements gathering, supplier engagement and purchase order management.
  • Ensure procurement activities comply with NHS policies, procurement frameworks and relevant legislation
  • Maintain an accurate and up-to-date IT asset register, covering hardware, software, licenses, and warranties
  • Maintain documentation for all procurement and asset processes and create documentation where it does not exist

Skills needed for this role

Asset and configuration management

  • Maintain secure configuration and accurate information, controlling IT assets in one or more significant areas
  • Help track and manage IT assets across their lifecycle, from acquisition to disposal, ensuring accurate recordings in the asset database.
  • Work with IT teams to ensure asset data is kept up to date and aligned with configuration and procurement activities
  • Ensure compliance with software licensing agreements and other regulatory requirements
  • Contribute to regular audits, reporting, and continuous improvement of asset management practices.

Procurement

  • Work with clinical and non-clinical teams to understand technology needs and develop specifications.
  • Track and report on IT expenditure, identify cost-saving opportunities, and ensure value for money.
  • Raise IT-related requisitions in line with Trust Standing Financial Instructions (SFIs) and work with the procurement service to ensure proper procedures are followed.
  • Assist in resolving procurement queries, including order status, delivery issues, or invoice discrepancies.
  • Ensure all procured assets are accurately recorded in the asset register, enabling effective tracking and lifecycle management
  • Communicate clearly with the IT Business Manager and supporting teams to maintain alignment on priorities and resolve procurement issues promptly.
  • Provide support for IT requisitions, order management, and contract waivers when the IT Business Manager is out of office, ensuring continuity of procurement activities and compliance

Continual service improvement

  • Identify process optimisation opportunities with guidance, and contribute to the implementation of proposed solutions
  • Support specific activities to improve processes
  • Spot or identify deficiencies

Financial management

  • Promote good financial management by raising purchase requisitions in line with guidance from budget holders, and liaising with both finance and procurement teams to ensure timely processing of invoices and payment queries

Ownership and initiative

  • Own an issue until a new owner has been found or the problem has been mitigated or resolved

Supplier and Contract Management

  • Establish and maintain relationships with IT vendors and service providers
  • Assist in monitoring supplier performance against agreed service levels, escalating issues where necessary

Service reporting

  • Ensure the service management platform is up-to-date at all times with Customer Service activities, including maintaining the Supplier Catalog, Contract Catalog, and Asset Configuration Management Database (CMDB)

  • Work with important stakeholders to discuss any changes in the reporting processes
