Job summary
We seek a dynamic and experienced Head of Temporary Staffing to lead on all aspects of temporary staffing including managing the outsourced Bank contract with Acacium Group, who are the main contractors, and Bank Partners, who will be providing the day-to-day service.
The post holder will create a centre of excellence for the delivery of a comprehensive, responsive, high quality and cost-effective service, and will report to the Associate Director of HR Operations.
This is a new Senior Management role for the Trust and it is an exciting time to be joining Moorfields. It gives the successful applicant the opportunity to work with other senior colleagues across the NCL Bank Collaborative, and to develop working relationships with senior key stakeholders within the Trust, within Acacium Group, and with Bank Partners.
Main duties of the job
There is a real opportunity for the post holder to take this role and design it so that it makes a vital contribution to the Trust's drive to reduce Agency spend.
You will lead a programme of continuous development of the Temporary Staffing service delivering efficiencies through innovative technology.
Working with Senior stakeholders, you can help them improve their local Workforce plans, which will include an element of Temporary Staffing and achieve better fill rates.
You will proactively promote the usage of Tier 0 Agencies to reduce costs, and understand the reasons and areas of the Trust who use Off-Framework Agencies, and work with Ward Managers to reduce this.
You will monitor the spend on Bank and Agency, and have plans in place to work with the high spend areas to achieve reductions year-on-year.
You will play a lead role in management of the NCL contract with Acacium Group and prepare for Operational and Strategic meetings by reviewing workforce data and Management Information ahead of the scheduled meetings.

Provide practical advice to internal stakeholders such as ward sisters and service managers on temporary staffing matters such as improving local workforce planning to ensure better fill rate by bank, following up on complaints, legal working restrictions on temporary staff etc.
Service Delivery and Performance
Continuously review the Temporary Staffing provision in order to improve operational service delivery, quality, accuracy and timeliness, to create a service which promotes efficiency, flexibility, innovation and improved value generation; and support the delivery and achievement of strategic workforce objectives.
Design and develop a strategy to reduce the use of temporary workers across the Trust, and play a central role in supporting the Trusts imperative of reducing Agency spend without compromising safe care; whilst securing high quality temporary staff locally and in collaboration with local health partners.
Develop robust systems to monitor and publish KPIs, in order to measure success of the function, reporting regularly against quality, cost, performance and timeliness; provide appropriate reports for ward/department managers, divisional managers, HR Senior Leadership Team, executive management team and Trust Board, and including national reporting e.g., to NHSi.
Contract Management
Use a balanced scorecard to measure hard data such as KPI performance, alongside soft measures such as customer satisfaction and relationship management, with a focus on achievement of outcomes.
