Job summary
OCTC is a specialist income generating agency within the Trust, with a brief to develop, design and deliver bespoke highly expert specialist training, supervision, research and clinical care in cognitive behaviour therapy (CBT), the most widely endorsed form of psychological therapy under government guidelines. This is undertaken within a framework of providing high quality services and income generation for Oxford Health NHS Foundation Trust.
The primary purpose of this role covers the full spectrum of business and project management for the OCTC team and will be to provide 'hands on' expertise in project management processes, contract development, management and negotiation as well as instilling business and commercial management expertise support the senior management team and OCTC with the aim of developing and delivering the division's strategic aims business plan and cost improvement plan as part of the overall centre plan.
Main duties of the job
The postholder will lead/and or manage a portfolio of projects (including associated budgets) to support business development and maintain core business activity of the Centre. This role will therefore require considerable joint working, project management skills, facilitation and negotiation skills, a 'can-do attitude' and a strong focus on delivery in an NHS commercial environment.

By working effectively using own knowledge and initiative with and through others the post holder will contribute to the development of a high performance culture across the Centre and will secure and sustain future business and income for Oxford Health NHS Foundation Trust
Principle Duties and Responsibilities:
- To design, develop, document, implement and manage core business processes for the Centre at service level (OCTC) (specifically working with course and team leads and the administration team to facilitate this and ensure ownership of these processes across the team) with the aim of enabling achievement of key results.
- To work proactively in support of course and team leads and in conjunction with trust business partners and the Head of Operations, to deliver consistently high standards of business management including financial efficiency, human resource management, contract management and development and implementation of productivity measures across the Centre.
- Act as an internal consultant to course and team leads and the Director of OCTC on all business-related matters to provide team business planning and project/programme management support as required to secure the delivery of key results. This will include providing hands on support/expertise to assist course and team leads and the administrative team in specific focused projects/programmes as well as facilitating overall development and growth in skills across OCTC.
- To take responsibility for the completion of actions and for the collation, management and communication of all documentation relating to contractual negotiations and business development alongside the Senior OCTC administrator.
- Responsibility for identifying skills and process gaps in the team, developing processes and systems to remedy same.
- Ensure that contractual obligations and requirements are identified and fulfilled within necessary timescales (e.g., Reports are submitted within necessary timescales, contract queries are responded to in line with the national contract requirements, etc.)
- Provide in-depth support and knowledge in the negotiation of contracts ensuring that services (in particular Corporate Finance) are fully engaged in the process and are aware and signed up to all contract agreements and project plans as appropriate, this includes overcoming barriers to understanding as many of these programmes are not in English and can be local, national and international.
- To lead, working effectively with leads and managers, specific business and improvement plans for individual business units as required within the Centre. This will involve taking a lead role in all projects/programmes in OCTC.
- Contribute to development, negotiation, agreement and lead implementation and achievement of Key Performance Indicators with service commissioners and key stakeholders ensuring regular reporting on performance as required both internal to the trust and by commissioners of projects/programmes.
- To lead for OCTC the development and implementation of effective team performance measurement such as capacity planning and monitoring, financial and budget management, and improvement systems and processes in services ensuring these are supported by high quality data analysis and reporting.
- Lead and guide the team performance with the aim of identifying and achieving performance remedies. Monitor these on an ongoing basis to ensure performance standards are achieved.
- Develop, negotiate, manage and monitor contracts on behalf of OCTC.
- To support the Head of Operations and the Director of OCTC in the development and implementation of the business plan for OCTC as part of the wider Centre.
- To identify opportunities for new income generating business for OCTC and produce bids and business cases for approval by the Senior Management Team.
- To contribute to the strategic development of future OCTC services and organisational models.
- To develop and implement benchmarking processes across OCTC to track trends in outputs and productivity etc.
- To contribute to and lead the roll out of work to productivity and capacity management developments across OCTC.
- To work with teams, professional leads and managers, and with external stakeholders, to support redesign, turnaround and OCTC development activity.

- Line manage the OCTC Learning Technologist, working together to ensure the course teams are using technology to achieve the goals of OCTC and to identify areas for improvement and investment.

- Ensure that any training needs are identified, and plans are put in place to address these.
- Deputise at times as needed for the Head of Operations in relation to OCTC activities.
