Job summary

We have an exciting opportunity for a dynamic and ambitious leader to join Dartford and Gravesham NHS Trust and contribute towards our strategic direction, delivering lasting improvements for our patients, colleagues, organisation and local system.

This is a one year fixed term contract / secondment with a view to this be extended or made permanent.

Our transformation function is critical in supporting the Trust to respond to national operational and financial pressures, whilst delivering our longer-term strategic ambitions. The Associate Director of Transformation and Delivery will play a key role in delivering the Trust and Health and Care Partnership's transformation and improvement agenda. The post-holder will lead the Trust's Delivery Unit ensuring that it provides comprehensive and well governed management, support and assurance across all the Trust's major programmes.

Working closely with the wider Innovation and Improvement Academy, executive team, leadership teams of the clinical divisions, corporate services and system partners they will play a crucial role in developing the maturity and visibility of the progress of programmes underpinning the Trust's strategy.

Main duties of the job

Working closely with the Director of Corporate Strategy and Improvement and Associate Director of Planning and Partnerships, the post holder will collaboratively develop the Trust's major transformation programmes and manage them under a single umbrella and governance structure. They will ensure programmes are aligned and duplication is avoided, build and follow a programme approach underpinned by clear PMO principles, understand and manage interdependencies along with identifying and deriving the optimum benefits from our improvement programmes.

A key area of focus will be developing and supporting the Trust's financial efficiencies programme and ensuring the schemes that form the Trust's Cost Improvement Programmes (CIPs) follow process. The Trust is committed to developing a truly integrated programme approach where financial objectives do not sit in isolation from quality objectives.

The Associate Director of Transformation and Delivery will be responsible for the management of a joint PMO function with the Dartford, Gravesham and Swanley HCP. The will be responsible for the management of the major transformation programmes through an integrated approach which will include the Trust's Strategic Implementation plan along with driving forward collaborative working with other PMOs in the wider health economy.

The post holder will be responsible for developing the programme management approach, implementation framework, universal governance and monitoring framework for a suite of programmes across the Trust.

Develop the capacity, capability and function of the Delivery Unit

CIP and Quality Improvement Programme (QIP) development support and reporting

To be responsible for the management of the Delivery Unit team, ensuring the application of a standardised approach to the management of projects. Specifically this will involve ensuring that there is clear communication of project plans, deliverables, and resources requirements, risk and issues between the Delivery Unit and divisional management teams.

To be responsible for the provision of appropriate resources in order to support the delivery of major, complex and high value programmes and projects, supporting the delivery at an individual programme level, ensuring that delays to projects are reported and escalated appropriately, with remedial action being taken.

To be responsible for managing the development of robust information reports/systems within the department and on behalf of the Trust in order to inform, enlighten and support decision-making and planning relating to the programmes, service delivery or business planning. Ensure all learning points from the programme/projects are captured and the learning and good practice is disseminated throughout the organisation.

To ensure that quality is assured through the CIP Programme and through strong governance systems and structures.

Provide support to the relevant Committees, Boards and steering groups within the Trust and HCP in monitoring and tracking key projects and programmes. Provide timely progress and exception reports on status of projects to the relevant Committees, Boards and steering groups.

To be responsible for the design and implementation of the governance process in relation to robust programme management including developing a clear risk management approach and producing benefits realisation tools.

To be responsible for ensuring regular project assessments are undertaken with the relevant project SRO and project/programme manager. This post holder will be leading the developments of both medium and short term project and programme plans in order to meet the Trusts transformation, QIP and CIP agenda.

To be responsible for supporting and challenging each programme sponsor/lead in project meetings and holding them to account. Ensuring that information produced is current, risks and issues are flagged and intervening at appropriate times in order to ensure project and programme delivery.

To be responsible for ensuring that there is a clear process for identifying, prioritising and initiating new programmes and projects to support the Wider Health System and Trust to transform.
