PFI Contract Manager

Job summary

To professionally and accurately oversee the management of the PFI contract with its associated budget, and to ensure the accurate and timely monitoring and reporting of all sums against this.

To oversee the monitoring and application of relevant contract provisions and to resolve complex contract queries / disputes.

To be responsible for developing the link between the FM provider and relevant NSFT internal technical teams, and to ensure that the performance output is met with the primary objective being to ensure that the Trust's position is protected at all times.

Act as key person in all matters pertaining to management of the PFI budget and contract and to act as key advisor and point of contact to the Associate Director of Estates and Facilities on these issues.

Provide organisational and administrative support to the Director of Estates and Facilities routinely, and other senior team members where required.

The post holder can be based in Norfolk or Suffolk (at any of the established Trust bases) but must be prepared to visit the Wedgwood Unit, in Bury St Edmunds where required (at least monthly).

Main duties of the job

The role is responsible for ensuring full contractual compliance across Hard and Soft FM services, developing and delivering a robust audit framework, and leading on complex performance, technical and contractual issues. You will chair performance meetings, oversee KPIs, monitor service levels, and ensure deficiencies are addressed through the contract and payment mechanisms. Working closely with senior managers, contractors, and building users, you will support procurement reviews, manage data quality, interpret complex information, and contribute to Estates policy development. The post requires strong negotiation, analytical and communication skills, with the confidence to engage with stakeholders at all levels and external specialists where needed. The role also supports the Director of Estates and Facilities with key organisational tasks, diary coordination, and report preparation. You must be able to work independently and collaboratively, demonstrating initiative, professionalism, and a commitment to maintaining high-quality operational standards.
