Job summary

Deputy Chief Operating OfficerBand 9Permanent, full time (37.5 hours per week)The post holder will provide strong strategic and operational leadership and direction, ensuring effective and efficient operational delivery of Trust services. They will support delivery of patient care to the highest levels of safety and quality, whilst meeting and exceeding national and local performance criteria.

The post holder will work on behalf of the Chief Operating Officer and will regularly deputise for the Chief Operating Officer, lead the day-to-day operational delivery, development and monitoring of the Trusts operational clinical services. The post holder will work closely with the Divisional Directors to assess key activity and performance indicators across a range of functions (e.g. clinical service performance, finance, HR), implementing corrective and mitigating actions and taking overall responsibility and accountability for delivery.

Main duties of the job

To deputise for the Chief Operating Officer and represent the Trust at key corporate and external national, regional and local meetings, as well as taking overall lead on a number of health economy project groups at local level and across complex organisational partnerships.

To lead in the development, implementation and delivery of Trust-wide operational service standards, ensuring a focus is maintained on best practice.

To provide leadership, direction and support to Divisional Directors in the identification and delivery of CIP and QUIPP schemes across the whole business planning cycle.

1. Strategic Management

1.1 Interpret relevant national health service policies and strategies, synthesising and applying these to operational delivery in the Trust, which will include setting standards and goals for others.

1.2 Contribute to and participate in the development and promotion of the Trusts vision, aims and strategic objectives providing advice and information to the Chief Operating Officer and wider Executive and Non-Executive Team on operational issues and mitigating actions.

1.3 To lead in the development, implementation and delivery of Trust-wide operational service standards, ensuring a focus is maintained on best practice.

1.4 To take the overall lead in the development, implementation and delivery of the Trusts access management, ensuring full compliance with national standards.

1.5 To lead on the proposal, development, introduction and maintenance of operational policies, practices and procedures across the whole Trust, translated from the Trusts strategic objectives.

1.6 To Deputise for the Chief Operating Officer and represent the Trust at key corporate and external national, regional and local meetings, as well as taking overall lead on a number of health economy project groups at local level and across complex organisational partnerships.

1.7 To deputise for the Chief Operating Officer at the Executive Team and Board of Directors as applicable, presenting highly complex and multifactorial business cases and other papers as appropriate such that decisions to invest, disinvest and withdraw from services may be a consequence.

2. Operational Service Delivery

2.1 To be accountable and responsible for the consistent provision of high quality operational services at a corporate level, provided by the Trust which are delivered within acute and community settings, ensuring achievement of all performance standards throughout.

2.2 To oversee and to provide advice, support and guidance to Divisional Directors within the Trust in the operational delivery of all performance standards and targets, driving improvement to enhance patient experience and Trusts long term reputation.

2.3 Improve the operational efficiency of the Trust services, benchmarking utilisation and productivity with peer groups to achieve upper quartile performance.

2.4 Provide leadership, direction and support to Divisional Directors in the identification and delivery of CIP and QUIPP schemes across the whole business planning cycle.

2.5 Provide direct management, leadership, and support for operational services including site management services and arrangements.

2.6 Lead the analysis and interpretation of detailed and complex information, identifying discrepancies and variations making judgments and developing plans that impact across the health community and support the delivery of healthcare to the local population served.

2.7 Develop, implement and manage the overall Trust operational plans, including bank holiday planning, winter resilience planning and business continuity plans.

2.8 The post holder will ensure the Trust delivers full compliance with Emergency Planning, Resilience & Response (EPRR) standards. The post holder will chair the Trusts Emergency Preparedness Group (EPG) on behalf of the Chief Operating Officer.

2.9 Support the process of recruitment of posts; undertake sickness / absence and other HR processes such as grievances and capability hearings which may lead to dismissal. In doing so, ensure application of the Trusts policies and procedures and protect the Trust from employment tribunal claims. To attend selection interviews for senior posts in the Trust and lead as Deputy Chief Operating Officer on end stage grievances and disciplinary procedures

3. Cost Improvement Programme / Trust Efficiency Programme (TEP)
  • Provide leadership, direction and support to Divisional Directors in the identification and delivery of CIP/TEP schemes over the full business planning cycle
  • To be a senior member of the Senior Operational Team, overseeing the development and delivery of cost improvement programme, the strategic transformation projects and progress of agreed business cases, escalating and agreeing actions were performance does not meet required position
4. Financial Management
  • To manage delegated staff and non-staff budgets, on behalf of the Chief Operating Officer
  • To initiate and assist in the procurement procedures for capital equipment and supplies
  • To be responsible for the development and presentation of business cases which may result in significant investments (£m+) from both a revenue and capital perspective
5. Staff Management

5.1 To provide high quality leadership to the development of the strategic workforce planning taking into account operational needs from business planning programme

5.2 Provide strong leadership and support to teams accountable to the post holder, in particular in the absence of the Chief Operating Officer.

5.3 To promote a culture of innovation, flexibility, responsiveness and high performance within the teams.

5.4 To progress the integration of objectives across the Divisions including coordination of cross-function projects where designated by the Trusts business plans e.g. outpatient redesign programme.

5.5 To be responsible for annual performance review, production of PDPs, talent mapping and general development of staff accountable to the post holder.

5.6 To ensure effective communication channels exist across Divisions and within the co-ordinated teams.

5.7 To operate independently and interpret and translate organisational priorities into own work schedule.
