As a Trust we recognise that we need the very best calibre of managers that the NHS has to offer in order to continue to develop our services within the Trust and across the Tameside & Glossop Locality. You will be joining a team that has been nationally recognised for its transformational work within the hospital, community services and with partners across the system.

We are therefore looking to recruit an exceptional senior manager to work with the Chief Operating Officer in leading operational services across this Division at Tameside and Glossop Integrated Care NHS FT. You will be working alongside a team of Executive Directors committed to supporting clinical teams to provide quality care.

Main duties of the job

We need a candidate with the ability to engage clinical and managerial teams in developing a high performance culture and who will lead their teams to continually improve performance, ensuring that everyone works towards a shared goal of consistent patient safety, good experience and outstanding clinical outcomes. To make all of that happen, you will constantly challenge practices and drive progressive solutions as you create a vision of excellence that permeates every level of the Division.

In order to be the successful candidate you will need to have significant experience of managing complex health services at senior level in the NHS/Healthcare. You will have a successful track record of business planning, budgetary control and directly managing groups of services/clinical specialties within an acute trust. You will also need to be an excellent communicator with the skills to negotiate and influence both within the Trust and with external partners.

Having the energy, drive, optimism and determination to meet all of the challenges ahead will be vital. You will need to be resilient, innovative and have a desire to deliver services with outcomes that are as efficient as they are effective. It goes without saying that you will need to share our values.

Main Duties:

Developing a Safe and Quality Driven Clinical Service to Patients

  • Lead and develop a culture where safety, quality and excellent patient care is consistently delivered and lead improvements and innovation in the delivery of services.
  • Lead the Division in the planning of future service developments and to ensure that the resources and facilities for the Division meet the needs of the service, implementing change programmes as appropriate.
  • Work with clinical staff to develop changes in clinical practice through the development of evidence - based practice which complements the Trusts Clinical Governance Strategy and performance improvement plan.
  • Lead and promote inside the Division any agreed Trust organisational development initiatives.
  • Ensure all Trust Policies and Procedures are adhered to and make recommendations on their amendment where necessary.
  • Ensure with the Divisional management team that systems for corporate governance and application of the Trusts Assurance Framework are in place.
  • Provide divisional assurance against the 5 domains of the CQC standards, ensuring robust systems and processes are in place to do so. Where gaps in assurance are identified, the post holder should oversee improvement action plans and provide progress updates to the Service Quality & Operational Group.

Monitor performance against Health Care and NHSLA standards and initiate appropriate action to ensure these standards are achieved and maintained.

  • Establish and maintain systems for assessing service users views on the quality of services provided and for involving patients relatives and their representatives in the planning and development of services.
  • Contribute and support clinical networks both internally and externally to the Trust.
  • Participate in the 2nd on call executive management on-call rota.
  • Work closely with the Executive Directors to shape and implement the corporate objectives for THFT.

People

  • Lead the development of an enabling culture within the Division that supports others to succeed and flourish.
  • Lead the promotion of good staff engagement and satisfaction at all levels of the Division including SAS and junior doctors
  • Responsible for overseeing effective staff involvement and communication strategies (including the dissemination of the team brief) and working relationships across the Division.
  • As a senior leader in the Division mobilise the energy and commitment of all staff members.
  • Responsible for the Staff Survey action plans for the division, along with delivery of key NHS People plan actions
  • Responsible for delivery of EDI actions as per the ICFT EDI Strategy to improve the experience for staff, progression into leadership positions particularly for those staff with a protected characteristic
  • Actively encourage innovation and improvement from others.
  • Actively promote a culture of openness, transparency and candour ensuring that any concern raised is treated seriously and dealt with promptly.
  • Facilitate improved patient safety and experience by actively contributing to processes that lead to improved staff health and wellbeing.

Have joint responsibility with the other Divisional Directors and Executive Team for driving forward corporate and cross-cutting programmes of work and service direction.

Business and Financial Management

  • Ensure that the Division manages its expenditure within the income attributed to the Division: achieving agreed income targets, or reducing expenditure accordingly.
  • Manage the effective devolution of budgets within Directorates/Departments, working closely with Clinical Leads, Matrons and Departmental Managers, ensuring appropriate monitoring and review mechanisms are in place.
  • Ensure that the Division delivers its cost improvement target, developing realistic plans and monitoring and reviewing their implementation.
  • Promote and secure value for money, ensuring that the services of the Division operate in an efficient manner, e.g. working with clinical staff to optimise length of stay; minimising unnecessary use of tests and consumables; and taking advantage of new ways of working to optimise skill mix etc.
  • Work with the Director of Finance and the Chief Operating Officer to identify realistic and achievable financial plans.
  • Operate within the Trusts Standing Orders, standing Financial Instructions and Scheme of Delegation.
  • Support the development and delivery of financial systems and systems for the collection and coding of patient related information in addition to ensuring they are safe, timely and efficient.
  • Provide divisional oversight of capital, equipment and maintenance requirements, engaging in the trust processes and providing risk assessed prioritisation for both short and long need. In doing so the post holder should manage divisional expectations but encourage staff to be involved in the strategic development of clinical services.
  • Ensure all capital schemes involving the division are developed and delivered with full operational engagement.
  • Lead a clear and coordinated approach to divisional business case development. These should be prioritised in line with the strategic objectives of the organisation and developed alongside key stakeholders. All business cases/developments should be taken through the Trusts Capital, Revenue and Investment Group.
