Job summary

We have an exciting opportunity for an experienced senior leader to join the Northern Care Alliance (NCA) as Programme Director for the RAAC Programme. This new role is central to delivering our Trust-wide response to Reinforced Autoclaved Aerated Concrete (RAAC) and ensuring the long-term safety, resilience and sustainability of our estate.

The Trust is part of the national RAAC Programme and the NCA has been prioritised for full RAAC replacement by 2035, recognising the significant structural and safety challenges associated with RAAC in our existing buildings. You will lead this ambitious, complex programme, ensuring safe RAAC removal while maintaining service continuity. The programme is a key enabler of our Clinical, Estates, Digital and Green strategies.

You will provide strategic, operational and programme leadership across one of our largest capital transformation portfolios. You will shape the programme vision, drive performance, manage risk and foster a positive culture within the programme team. Working closely with clinical, operational and estates colleagues, you will ensure the programme delivers improved patient care, enhanced environments and long-term organisational benefits.

As a senior member of the Capital, Estates and Facilities leadership team, you will be accountable for the RAAC decant strategy, programme delivery and stakeholder engagement. This is a role of significant scale, influence and purpose.

Main duties of the job

You will lead the Trust's RAAC Programme, driving the day-to-day delivery of a major and complex redevelopment that enhances safety, sustainability and long-term resilience across our estate. Central to this role is setting the programme's direction and pace, establishing clear priorities, defining success measures and ensuring strong governance so that all elements are delivered to the required time, cost and quality standards.

You will manage, motivate and develop the RAAC Programme Team, creating a collaborative, high-performing environment where innovation, proactive problem-solving and continuous improvement thrive. Working closely with colleagues across the Trust, NHS England's RAAC Programme, local system partners and external advisors, you will build strong and productive relationships that maximise opportunities and ensure alignment across all stakeholders.

A key part of the role is providing senior leadership, assurance and expert insight to the Trust Board and Executive Team. You will deliver clear, confident programme updates, identify emerging issues, and recommend evidence-based actions to maintain progress. You will also oversee the programme's finances, ensuring accurate planning, forecasting, reporting and compliance with Standing Financial Instructions, while championing high-quality delivery through effective risk management, assurance processes and data-led decision-making.
