The post holder will act as the Laboratory Manager for the Blood Sciences department including associated specialties, with operational responsibility for the delivery of high quality diagnostic services across routine and out of hour's periods. They will make decisions on day to day service delivery within department policies and procedures ensuring services meet the needs of the trust and wider health care community, while operating within national and local policies, professional standards and regulatory frameworks.

The Laboratory Manager will support the planning and coordination of laboratory operations, including workforce rota, quality assurance activities and staff development programmes. They will implement departmental policies and procedures, making adjustments where necessary to meet service demands and regulatory requirements. They will be expected to make decisions on operational issues affecting service delivery.

The post holder will also support staff in meeting training requirements for professional registration and contribute to staff development and HR processes. They will assist Consultant staff in evaluating new and existing test methodologies, with any proposed changes supported by a business case developed in collaboration with the wider team.

Main duties of the job

Clinical Responsibilities:

Exercise judgement and interpretation to validate and authorise complex results and generate laboratory reports.

Contribute to the specialist scientific and technical knowledge of Blood Sciences as a member of the senior management team.

Training & Development:

Participate in regular training and development activities required to maintain registration with the Health and Care Professions Council.

To plan, co-ordinate and review a programme of staff development including training and competency assessment.

Develop, maintain and implement a department training manual.

Managerial Responsibilities:

To provide operational management of the Blood Sciences Department, making use of available resources to ensure a cost effective and high quality service.

Hold full line management responsibility for all staff within the Blood Sciences Team.

Work with the department senior team to ensure appraisals are effective and are performed on a regular basis, review staffing levels and lead on the recruitment of appropriate grades of staff.

Education & Qualifications

Essential

  • Holds as a minimum an Institute of Biomedical Sciences accredited MSc or Fellowship of the Institute of Biomedical Sciences in a Blood Sciences related discipline.
  • HCPC registered Biomedical Scientist/Clinical Scientist or previous experience in a similar role.
  • Evidence of leadership or management training (ILM Level 7) or equivalent experience.
  • Documented evidence of Continued Professional Development.

Desirable

  • Training and development qualification would be desirable.

Experience

Essential

  • Extensive experience of staff management including such areas as appraisal, discipline, performance management and conflict resolution.
  • Demonstrable experience of management at a senior level.
  • Evidence of innovative problem solving.
  • In depth understanding of quality management systems and process audit.

Desirable

  • Managing and controlling budgets
  • Change management across multidisciplinary departments.

Skills, Knowledge & Abilities

  • Experience of managing at a similar level in a scientific/clinical setting.
  • Proven ability to design, implement and evaluate training programmes
  • Ability to evaluate and act upon complex scientific and clinical information on a daily basis.
