Job summary

The Head of Nursing is a key member of the Divisional Leadership team who will lead, inspire and develop the Nursing, Midwifery and AHP workforce within the Division and across the Trust to deliver high quality, patient centered clinical care that meets the needs of the patient using highly specialist knowledge. The post holder will be clinically accountable for the clinical service within the Division. The postholder in partnership with the Divisional leadership team plays an integral role in the development and implementation of both Divisional and Trust strategy, with particular focus on quality improvement ensuring high clinical quality standards are maintained in line with Trust, National statutory and regulatory requirements and best practice guidance and standards. The post holder will motivate and empower the Nursing, Midwifery and AHP workforce working collectively with the Senior Nursing Leadership team. The post holder will have budget management responsibility.

Main duties of the job

Be responsible and accountable for the management and development of all Nursing, HV & in some instances AHP staff within the Division

Have line management responsibilities for Matrons and Senior Nurses across the Division including annual appraisal, recruitment, sickness and disciplinary/capability management.

Ensure effective processes for the review, monitoring and reporting systems are in place to meet Nursing workforce safeguards and are in line with National and Local Policy.

Be accountable for the operational performance alongside the Divisional Leadership team, including high quality patient care, patient safety, clinical quality & governance, agreed performance and workforce.

Divisional financial objectives and budgetary control ensuring the needs of patients are the highest priority.

Quality Improvement approach to delivering the Nursing Quality Framework and robust governance/reporting mechanism to provide Ward to Board assurance.

Be responsible and actively involved with Directorates alongside Divisional Leadership peers for clinical risk and quality governance agendas.

Align all Professional developments to enable delivery of the Trusts strategy.

Be responsible and accountable for all Nursing resource deployment and efficiency, pay spend, including bank and agency costs and controls including clinical non - pay.

Participate in the Director on-call rota

Support, as required, the Chief Nurse and/or Deputy Chief Nurse by representing them (as delegated) at meetings, internal and external to the Trust.

Network locally, regionally and nationally to share best practice and benchmark services.

Work with strategic partners across the health economy to ensure relationships and work streams are forged to ensure the best health and social care for our patients.

Be accountable as Divisional Lead for Infection Prevention and Control to minimise the risk of hospital acquired infection via close working with the Infection, Prevention and Control Team and Deputy DIPC.

Ensure the implementation and monitoring of standards against the Hygiene Code of Practice and CQC Regulation 12, including attendance at the IPC Operational Group.

Be responsible for identification, assessment and management of risks related to own portfolio. To update and regular report on progress and escalation of risk where appropriate.

With Divisional colleagues prepare the Division for inspections by the Care Quality Commission (CQC).

Engage with the CQC, NHSE and ICS/ICB on operational matters relating to Divisional quality, safety and staffing, as requested.

Lead and initiate the regular complex audit of the standards of patient care weekly/monthly as escalation requires and ensure that any issues highlighted, and evidence of best practice, are regularly reported to the appropriate quality groups.

Ensure that the services patients receive are appropriate, accessible when they need them and are delivered in a manner that respects their privacy, dignity and individuality.

Advise and appraise the Chief Nurse and/or Deputy Chief Nurse on professional Nursing, Midwifery, Health Visiting and AHP care issues within their specific Division.

Develop policies, both locally, regionally and across Divisions, in order to support clinical care and practice in the Trust, ensuring the implementation of policies across the service.
