Job summary

To provide efficient, effective , professional Property Management services including Space Management and Accommodation services, across both Royal Wolverhampton NHS Trust (RWT) and Walsall Healthcare NHS Trust (WHT).

  • Effectively manage the Property Team to ensure professional property management is provided to tenants and internal clients. Manage property and business rate budgets effectively to ensure value for money for the Trusts
  • Deliver agreed property management services and solutions through formal leases and licences with partners and external landlords as appropriate to all community properties. Carry out the Tenant Representative function to those Trust buildings
  • Develop strong and professional working relationships with landlords, tenants and managed services representatives, including NHS Property services Ltd, other trusts, Community Health Partnership (for Lift Properties) GPs and commercial landlords
  • Work with tenants and NHS Property Services Ltd, Community Health Partnerships, local partners, the ICS and Clinical Service users to provide fit for purpose buildings to maximise occupancy levels and make recommendations for rationalisation as appropriate
  • Deliver managed services to agreed financial parameters, including monitoring invoicing and income collection as appropriate
  • Ensure all opportunities to achieve additional revenue for the Trusts are maximised
  • Manage the business rate valuation and appeal process
  • Manage the S106 and CIL process for the Trusts

Main duties of the job

PRINCIPAL RESPONSIBILITIES

Corporate responsibilities

  1. To professionally represent the Trusts externally and develop a network of contacts across the Black Country ICS, Local Authorities and other public sector partners
  2. To devise, implement and manage the Space Management strategy in support of the Trusts' Agile Working Policy
  3. To devise, implement and manage the Trusts' retail strategy
  4. To identify and lead on any property related revenue opportunities for the Trusts
  5. To manage the S106/CIL appeals process for the Trusts to ensure the Trusts obtain the maximum, justifiable compensation for any new developments within its catchment areas
  6. To lead on the search for and setting up of new accommodation requirements from feasibility to occupation for the Trusts. This will involve liaising with Trusts' staff, solicitors and land agents including other agencies too
  7. To identify estates opportunities to support other organisations to provide system efficiencies and increase revenue generation for the Trusts
  8. To support the Group Director Estates Development and represent the Trusts at Property meetings, feeding back to the appropriate department leads as required
