Job summary

The Transformation Programme Manager is responsible for supporting Adult Community and Primary Care Services at The Royal Wolverhampton NHS Trust (RWT) totransform care through identifying new service developments and opportunities, leading competitive processes and internal business cases, building and forming partnerships, improving current service provision and developing innovative approaches to service delivery.

This is a great opportunity for someone who has an extensive understanding of transformation and delivery of strategic programmes and projects developed either within the NHS, elsewhere in the Public Sector or from the Commercial sector, including consulting. This role requires an individual with the ability to manage integrated programmes of work, working closely with Divisional, Clinical and Operational leads in transforming care. You will need to deliver work at pace, be prepared to work to challenging deadlines and be able to prioritize well, juggling multiple competing priorities at any given time.

The post holder will need to have experience and understanding of working as a Senior Strategy or Clinical/Programme Manager in the health and/or social care field, with strong communications skills, excellent bid writing and business case skills, analytical capabilities, planning and programme management skills to successfully lead on projects from concept through to implementation. Experience of clinical/service modelling and re-design would be desirable.

Main duties of the job

The post holder will be responsible for the delivery of a complex and significant multi service programme to deliver a transformed Adult Community and Primary Care Services with associated clinical services and clinical care pathways design and implementation. This role is responsible for projects from concept through to mobilisation working with colleagues at all levels, facilitating collaboration, including senior clinicians, executive leads, teams and service users. The post holder will support service leads to develop new clinical models of care, look at service improvement and improved ways of working to better meet service user needs.

The role will include building a network of stakeholders across health and social care, keeping up to date with innovation and best practice and leading on service initiatives and priorities.

The delivery of a complex and significant multi service programme to deliver a transformed Adult Community and Primary Care Services with associated clinical services and clinical care pathways design and implementation.

The delivery of a transformation programme to deliver future models of care according to defined outcomes and timescales. The remit will include developing the key infrastructure and design of Adult Community and Primary Care Services for the Royal Wolverhampton NHS Trust to become an integrated provider of Primary, Secondary and Community care.

The delivery of clinical care pathways that are safe, effective and efficient and are supported by partners and stakeholders, the post-holder will be the lead for the design and implementation of Adult Community and Primary Care Services and will work closely with the Group Manager and Deputy COO to ensure alignment and sustainability of short and medium developments and to catalyse citywide pathways into business as usual.

The programme management role will include the development of all appropriate project documentation including business cases and project plans and will involve working with Clinicians, Staff, Executive leads, external consultancy and Health Professionals to support service transformation of Adult Community and Primary Care Services and in achieving the Royal Wolverhamptons transformational agenda and implementation of its core strategy.

The post holder will line manage programme staff and work across organisations to influence and manage assigned resources to ensure that delegated projects are successfully deployed to time, budget and quality constraints, including the following:

Provide leadership for existing and future development of Adult Community and Primary Care transformation from a business perspective for the Royal Wolverhampton NHS Trust to become and integrated provider of Primary, Secondary and Community Care.

In providing support and direction between senior managers and staff across multiple services, the post holder will:

Communicate complex information where persuasive and negotiating skills are required e.g., at senior management meetings/presentations where there may be barriers to understanding business processes and modernisation requirements.

Convene and chair multi-agency / multi-disciplinary stakeholder meetings.

Make judgements involving highly complex facts and circumstances which require a high level of analysis and judgement including clinical analysis and judgement.

Manage overall budget spend in relation to the Adult Community and Primary Care Services Transformation Programme.

Support and develop the clinical and workforce service model of the Trusts redesigned Community Services.

Work closely with the other Divisional Department Heads for matrix management of staff across projects and work streams including influencing others without direct line-management authority.

Work in partnership with other stakeholders and partner leaders such as GPs, Heads of Service in Secondary Care services.

Work to support Deputy COO and deputise for the post-holder as appropriate and work closely with: staff at all levels (including Executive Directors) across the health economy, including regionally and nationally (through NHS Improvement and NHS England)

Work autonomously, guided by national policy and regulations but able to interpret these and implement the programme based on up to date guidance.

In providing professional programme management for transformational change, the post holder will:

Provide programme management skills and expertise. Create regular weekly reports and associated documentation and to manage and maintain project information systems.

Develop Proposals, Business Cases, Project Briefs, PIDs, Project Plans and reporting structures to support projects in accordance with the PRINCE2 Project Management methodology.

Provide analyses, interpretation and resolution of highly complex clinical care pathways where there is no precedent and where other leading opinions may conflict.

Manage any delegated budgets / resources that are assigned to projects to ensure projects are delivered to cost, quality and time. This involves co-ordination of staff and work streams to deliver the objectives of several projects across various sites.

Implement local and national initiatives ensuring delivery schedules map to organisational business requirements. Responsible for issuing programmes of work and work packages, monitoring progress and performance and when required re-allocating the work for other areas of activity. Responsible for staff to ensure that delivery of work activity is met against agreed timescales.

Link in with other initiatives and communicate highly complex and contentious sensitive information about change and performance, and present to large groups of people on a regular basis.
