Job summary

The Royal Wolverhampton NHS Trust are seeking the expertise of an IT Transformation Programme Manager to support the delivery and implementation of Radiology IT projects on a fixed term basis.

The post holder will be required to work across a range of customers and on various organisational development projects, and will need an agile mindset, flexible approach, and collaborative style to ensure success.

You will manage projects that will have a positive impact on the delivery of services. You will support translation of project objectives into coherent plans and provide governance and management of delivery.

The post holder will be working with stakeholders to develop plans; establish, assign and manage delivery of work packages.

The post holder will ensure that delivery to agreed cost, time and quality requirements is achieved and risk to delivery is managed.

Communication and close working relationships with our Radiology and IT teams will be a key component to the project's success.

The chosen candidate should deliver this project with energy, drive and leadership, maximising the involvement of all key stakeholders, and designing and implementing sustainable solutions.

Main duties of the job

To provide overall management for the project(s) that you have been assigned.

To support, facilitate and monitor progress of projects within or across site(s).

To be the lead specialist on specific projects, and to be responsible for the interpretation of national polices/guidance for the project area.

To work closely with other project managers to identify and manage the dependencies, interfaces and potential problems with projects within the trust work programme that may have an impact on the delivery of your project(s).

To manage a team of staff (where applicable).

Job description

Job responsibilities

To take full responsibility for managing projects throughout the whole end to end process including the utilisation of resource to meet project timescales and the required standards of quality.

Organise and prioritise own workload within agreed objectives and that of the project team. Work autonomously within agreed project parameters.

Ensure that all stakeholders are aware of the importance of complex projects, negotiate with and motivate stakeholders on project delivery, including linking in with other initiatives.

Communicate with clarity and confidence, sensitive information about performance and change to all necessary stakeholders via a range of different media e.g., bulletins, presentations, meetings, reports.

Convey technical details of projects to non-technical staff both clinical and non-clinical, and especially in critical clinical areas at New Cross, Cannock, West Park, Tele-radiology staff and Local GPs.

Exercise judgement where there are conflicting views on the project and there is a need to make decisions on complex issues.

Undertake analysis of risks and issues, including the maintenance of relevant logs. Communicating these risks and issues to relevant stakeholders as required.

The project manager will work closely and harmoniously with IT team members from within the organisation, staff from the PCT, relevant stakeholders and suppliers of systems to facilitate collaborative working, and mutually beneficial solutions to problems. This will include formulating a communications approach that will engage all key stakeholders, to maximise the use of existing resources and identify opportunities.

Work with IT suppliers to negotiate project requirements and monitor key commercial developments, identifying, managing or escalating commercial disputes, as appropriate.

To manage and develop project plans, including development and implementation timelines and create actions plans, making any adjustments if necessary to recover the project. Report project progress and escalate issues, as appropriate, to the Project Delivery Manager.

Lead the development and implementation of any policies and protocols including but not limited to Disaster Recovery, Remote Monitoring Systems, Intranet, UAT documentation and Backups, to support the long-term integration of the project. Propose any necessary changes in conjunction with working groups which may have wider implications in the trust.

Ensure that all elements of project resources and expenditure against budget are identified and monitored.

Be responsible for ensuring that all IT hardware and software are tested and are quality assured before implementation into a 'live' environment.

To co-ordinate and deliver training to ensure the successful roll out of the project to core staff groups including Hanging Protocols.

Manage procurement relevant to the project in accordance with Trust standing orders and the relevant NHS procurement procedures.

To be a Budget Holder (if applicable).

Prepare business cases to support the project where required.

Provide line management to staff, including recruitment, performance and work allocation (if applicable).

Carry out research or audits to aid the implementation and development of projects.

Monitor and maintain information systems relevant to the project.

Input data onto relevant systems, required to store and retrieve information or to collate and report data.

The post holder will be required, from time to time, to undertake duties and attend functions outside normal working hours.
