Job summary

We are looking for a Information & Clinical Technologist to join our team based in the Clinical Information Systems providing system administration and development of specialist clinical information systems including their associated medical devices & performance management systems supported by MPCE. T

PLEASE NOTE - Shortlisting for this post will be based on applicants meeting the full Band 6 specification.

Main duties of the job

This will involve inputting and manipulating complex data/information into and out of computer databases/systems. The post holder will be required to fault find and repair failures with clinical systems and their associated medical devices. He/she will need to demonstrate a broad range of knowledge/skill in database administration, medical devices, clinical systems, electronics and IM&T and an ability to exercise his/her own initiative and manage complex clinical system issues autonomously.

It will be important to establish and maintain effective professional links with clinical users of the technical service within the departments. A high skill level will be expected, and he/she will be involved in training other staff in the use of clinical information/performance management systems The service will normally be provided over 7 days per week, standard being 37.5 hours over 5 days, which may involve working additional hours as necessary with the post holder expected to demonstrate flexibility and a willingness to negotiate flexible working hours as appropriate. There may be a requirement to work some unsocial hours, as part of the work may need to be performed outside normal working hours.

Job description

Job responsibilities

To be managerially responsible to the Section Head of Clinical Information Systems.

To be professionally responsible to the Section Head CIS/Senior Managers of MPCE, including the Consultants /Surgeons for all clinically related IT matters.

To provide all elements (as required) of IM&T/Technical services provided by MPCE, to the relevant specialist departments, and to ensure that these are provided in accordance with the requirements and practices specified by the. clinicians/departmental managers and are supported by sound knowledge and experience in the maintenance and clinical use of critical care and other specialist equipment.

To participate in the development and system administration of clinical information systems, supported by MPCE, compiling complex data, patient related audit and statistical information. This will include monitoring of all external data links with medical devices and other clinical systems.

To participate in the collation/extraction of patient clinical data for external local/national agencies to improve patient care and outcomes.(ie UKRR, NICOR, PbR, RTDS).

To participate in the organisation of the calibration of all test equipment used in the Clinical Engineering Sub-division, working to a written protocol, maintaining accurate records and test certificates for all items tested. Further develop the medical device Performance Management System (F2) to store all relevant data and flag-up re-testing of test equipment will be an essential requirement.

To liaise closely with the Trust IT department for all IM&T developments for all MPCE supported systems.

To carry out system administrator duties on all specialist clinical application servers covered by MPCE. This will involve extensive configuration involving the reduction of duplication of data and interfacing to existing Trust applications and medical devices, ensuring seamless data transition.

To develop and maintain the technical IT standards, procedures and service applicable to equipment use throughout RWT. The majority of these procedures will be complex.

To exhibit independent judgement and take action after consultation, as required, in complex and non- routine situations.

To exercise personal accountability for their practice and ensure the scope of professional practice is not compromised or that of patient safety.

To ensure care is led by example and is delivered in a manner that is innovative, open and responsive to need.

To develop good relationships with clinicians and nursing staff to ensure the production of high quality, appropriate clinical information is available at the Point of Care.

Ensures the Trust security policy on patient information is upheld at all times particularly regards to patient confidentiality in line with Information Governance, GDPR, Data Protection Act 2018 and Caldicott Guidance.

To participate with the on-going development of the medical devices Performance Management system to meet the needs/requirements of departmental KPIs, contract monitoring/management, NHSLA/CQC and equipment replacement programs. Ensuring the performance management system meets the departmental policies/procedures. This will involve working closely with Section Head CIS and at times other Section Heads/Managers and Head of Clinical Engineering.

To assist with fault finding and diagnoses of faults relating to IT issues in devices with multiple complex and inter-related systems e.g. electronic, electrical, computer and pneumatic systems. Carry out technical analysis working in conjunction with clinical technologists whilst equipment is still attached to the patient to facilitate unnecessary disruption to the patient care, if necessary.

To understand the need for the safety of medical devices networked to computer systems with regards to patient and staff safety. To ensure that the Consultants responsible for the units are informed immediately of any matter that might affect the safety of the patient.

To participate in the evaluation, commissioning, installation, maintenance, repair and development of all IM&T and medical devices covered by MPCE, adhering to the relevant standards/procedures.

To participate in any research and development work undertaken by MPCE, which are relevant to the post.

To contribute towards the training of medical, nursing and Clinical Technologists staff in the use of computer based systems covered by MPCE.

To support the learning and development of junior staff including a supervisory and advisory role within the clinical speciality.

To work with the Clinical Technologist with regard to computer and electronic aspects of the safety and development of the CIS, and to assist where required in the broad range of work covered by the Clinical Engineering technical service.

For all IT and medical device related repairs, to use personal initiative and expertise assessing the seriousness/implications of the problem by responding appropriately to the urgency of the user request to optimise workflows and priorities

To be aware of the need to achieve and maintain a high level of expertise which, combined with personal initiative, will enable procedures to be completed without supervision, taking advice/referring to the Section Head if required.

To maintain accurate records of equipment, repairs, hazards, etc relating to the technical service, including the implementation of new and revised protocols and standards, such as HS11 Policy, Managing Medical Devices (Jan 2021), Clinical Governance, NHSLA, CQC, Standards for Better Health, etc. and to be aware of and contribute to Governance and risk management issues within the Department.

To conform to the systems, processes and procedures as detailed in the departments ISO 9001:2015 Quality Manual.
