Job summary

We are looking for a Designated Clinical Officer within Camden to lead the support to West and North London ICB to ensure it meets its statutory duties for children and young people with special educational needs and disability (SEND) aged 0-25, in accordance with the Code of Practice (June 2014) which provides statutory guidance on duties, policies and procedures relating to Part 3 of the Children and Families Act 2014.

Main duties of the job

The post holder will act as strategic and operational health lead for the Education Health and Care Plan (EHCP) pathway and provide professional and clinical leadership and be a source of expertise on matters relating to SEND for the West and North London (WNL) ICB, Local Authority, healthcare providers and other local agencies and organisations. You will also contribute to the development of a robust quality assurance and improvement framework across the health community for children with SEND.

Main Duties and Responsibilities

In collaboration with Children's commissioners and managers, devise, manage and update policies and procedures in relation to SEND for the WNL ICB, ensuring that they reflect the current statutory guidance, and disseminate the policies and procedures throughout the WNL ICB and local health economy.

Ensure that the WNL ICB is provided with appropriate data and written updates on the status of SEND for Camden children and young people including those in residential settings. This will include writing relevant reports and presentations for meetings/committees.

Review EHC Plans, in liaison with other key health professionals, to ensure the plan meets the individuals health need and that the outcomes are appropriate.

To ensure that services set out in individual EHCPs can be delivered within the existing WNL ICB contracts where possible.

To advise the WNL ICB and Local Authority Commissioners on individual needs that require additional resourcing where needs cannot be met from the local offer in place.

To provide clinical advice to the SEN panel and subsequently at Tribunal, if required, in respect of children where there are dispute issues in relation to the provision of health services set out in their EHCP.

Act as a point of contact for local authorities, schools and colleges seeking health advice on children and young people who may have SEN or disabilities, and provide a contact for the WNL ICB or health providers so that appropriate notification can be given to the local authority of children under compulsory school age who they think may have SEN or disabilities.

Act as a point of contact for schools seeking advice in relation to their duties under the Supporting Pupils with Medical Conditions guidance offer advice to schools.

To attend Local Offer Events and strategic parent engagement events as a health representative.

To set up and implement quality assurance systems in order to monitor the quality and equity of the health element of EHC plans and, in line with local arrangements, to make decisions about health funding in exceptional and specific circumstances.

Work in collaboration with the DSCO and Safeguarding Children's Team within the WNL ICB and Health Providers to ensure that where children or young people with SEN or disabilities also have a child in need or child protection plan their SEN needs are fully addressed (Working Together to Safeguard Children 2013).

Work in collaboration with the Children in Care health teams and Childrens social care to ensure the health needs of looked after and adopted children with SEND are met.

Liaise with the Safeguarding Team and other relevant leads within the WNL ICB to ensure that transition arrangements are in place for young people turning 18 requiring adult social care services or adult health services, as part of a transition plan.

Monitor the compliance of WNL ICB, NHS Trusts and NHS Foundation Trusts in their responsibilities to inform the appropriate local authority if they identify a child under compulsory school age as having, or probably having, SEN or a disability (Section 23 of the Children and Families Act 2014).

Contribute to the Joint Strategic Needs Assessment, WNL ICB commissioning intentions, Local Authority health commissioning plans to ensure that health services are meeting the needs of children and young people with SEN or disability and comply with the SEND Code of Practice (2014) iWNLuding mental health, neonatal screening, healthy child programme, chronic conditions and specialist care provision in schools.

To contribute to the provision and ongoing review of a robust local health offer that is responsive to clinical need. This iWNLudes identifying service gaps and/or trends in spot purchasing requirements or requests for extra-contractual therapy/treatments and reporting back to the WNL ICB
