Job summary

Head of Facilities is responsible for the day-to-day management of the following services, which includes the provision of Switchboard Services, Accommodation, Security, Helpdesk, Patient Transport (incl. couriers and taxis) Catering - Patient Dining & Retail, Trust Linen and Laundry Contract and Community Soft FM service and contracts.

In addition, this role will be the line manager of the service Manager for Domestic and portering which is band 8A position. This post is responsible for management of 24 Hrs a day services associated with cleaning, portering, main reception, waste, and pest control.

This post will have full responsibility for the budget of over £11 million.

A key element of this role is always to carryout effective communications to all levels, including particularly complex levels of negotiations relating to tendering processes along with overcoming communication barriers and delivering disciplinary decisions and statements.

To assist the Director of Environment in contributing towards the Directorate's strategicand operational agenda, responsible for the safe, efficient, and effective delivery ofoperational services to agreed standards and within financial constraints.

To deputise for the Director of Environment as requested.

Main duties of the job

Provide visible leadership to staff, promoting a clear sense of direction within the Directorate, in line with achieving the hospitals objectives.

Line management responsibility for Band 8a Service Manager responsible for: Domestic and Portering Services (largest team within the Estates & facilities directorate with Circa 110 employees)

To act as the Facilities Directorates, Lead and be responsible for the following areas:

  • Investors in People
  • National Standards of Cleanliness

Responsible for the development of relevant operational policies and procedures for areas of responsibility that will document the critical aspects of the service provided.

Responsible for the Management and development on the monitoring of relevant critical interfaces between the telecommunication function and outside bodies/agencies, and the effective management of the service in the context of it being a "critical" business.

Responsible for the delivery of income target of £350,000 in relation to Hospital Accommodation Services.

Responsible for all aspects of function staffing, including their deployment, having determined service priorities, recruitment, training safety and welfare.

Manages and monitors the operation of all service functions and Trust assets in a safe, efficient, and economic manner, conducive with good practice, current legislation, and national and local guidelines.

Responsible for ensuring all Team Leaders manage FSAs in accordance with trust guidelines and operational policies and procedures. To act as chair for all departmental disciplinary hearings.

Assist the Director of Environment in the training and development of staff groups within area of responsibility ensuring effective strategies in place to manage the change process.

Assist the Director Environment of in the Planning and Development of Facilities Services in line with the Directorates plans for multi-skilling and generic working.

Assist the Director of Environment in preparing relevant Capital bids for equipment replacement in line with the strategic needs of the Trust/Directorate.

To develop strategies for the continued development of all housekeeping services and waste management policy. To review the strategies periodically, present benchmarking and performance data to the trust board on a regular basis.

To be responsible for assessing the efficiency of housekeeping services helping with Best Value indicators as required.

To lead on the development and implementation of the environmental cleaning policy

To lead on the development and implementation of the Hospital Post Policy

To lead on the development and the implementation of the Hospital Pest Control Policy.

To lead on the strategic planning and overall management of The Hospitals Accommodation Services, ensuring the needs of the hospital are met.

Prepare and agree Annual Revenue Budgets and ensuring value for money for all expenditure is achieved.

Assume responsibility for delegated element of the revenue budget and participate in monthly expenditure reviews with Director of Facilities.

Responsible for ensuring relevant policies and procedures are incorporated within Capital/Revenue re-development projects.

Advise the Trust and key Client groups on matters in relation to their business, through minimising risk and raising awareness, and be responsible for developing and monitoring relevant Policies and Procedures.

Responsible for all aspects of Health and Safety Management within all service areas.

Contribute to the development of performance measurement targets and quality standards (for area of responsibility)

Ensure effective communications with Client group on purpose and activity are maintained, and direct staff groups are briefed on service developments/changes.
