Job summary

As the TLHC programme transitions to become a 'national screening programme, in the near future, this is an exciting and dynamic portfolio role, which requires excellent management, organisational and leadership skills to deliver a transformational programme of work for patients in the Coventry and Warwickshire economy.

The overall purpose of the Targeted Lung Health Check (TLHC) Programme is to enable the early detection of lung cancer in order to save lives. Coventry & Warwickshire Integrated Care Board (ICB) and the West Midlands Cancer Alliance (WMCA) has identified high disease and smoking prevalence areas within Coventry & Warwickshire where a significant impact can be made from detecting early-stage lung cancer.

This requires a high calibre individual who can work autonomously in a stimulating and challenging environment in order to achieve outcomes efficiently.

The prospective candidate will be working alongside the current TLHC programme (Coventry & Rugby) and setting up the expansions programmes across North & South Warwickshire developing new TLHC programmes within GEH & WH trusts working collaboratively and in partnership with a wide stakeholder community including senior clinical and managerial leaders, GP practices, smoking cessation services across the areas, private providers and external support organisations.

Main duties of the job

The Programme Manager will be required to develop and deliver this whole system approach and oversee the delivery of this transformational project within the two identified localities [Warwickshire North & South]. You will proactively engage with a wide range of stakeholders to develop common principles and framework for the TLHC Programme guided by the National Programme and National Protocol, TLHC Quality assurance standards and 'lessons learnt' from the current local programme (Coventry & Rugby). At the same time, you will work with private providers, local communities, health, and care to design and deliver the programme.

This will involve close and ongoing liaison with ICB, West Midlands Cancer Alliance, Public Health Leads, NHS Trusts, and other relevant providers within the identified localities; to help design and plan the various delivery stages, whilst building and maintaining effective relationships across the organisations.

Line management: As Programme Manager you will work as part of an evolving TLHC team (Based at Woodend health centre) and eventually be responsible for the line management of nursing and admin support.

The programme will focus largely on the planning and development of all elements of the programme, establishing governance and infrastructure and securing active involvement of stakeholders in its delivery of new programmes and further developments of the current programme with the support of the TLHC Strategic lead.

Job responsibilities

As part of this programme, you will work closely with Leaders from Coventry & Warwickshire I ICB, local GP practices and the West Midlands Cancer Alliance, to develop and deliver a whole system approach; to plan and deliver a systemised programme to improve health outcomes and reduce inequalities by focussing on lung cancer. The aim is to use a number of interventions designed to reduce lung cancer incidence, improve the stage at diagnosis and increase one-year survival.

The project will initially focus on project mobilisation and evaluation (Warks North). All components of the programme should be tailored to population needs, smoking cessation, public health and community awareness, lung health check invitations and lung pathway delivery. The programme and its delivery plan should be integrated within the wider health and social care agendas to ensure maximum benefit and population health improvement.

The post will also contribute to other areas of work as required where delivery responsibility may be outside of your remit; therefore, the role requires excellent communication and negotiation skills to influence stakeholders from across a range of organisations.

Operational Management

  • Lead and manage the Targeted Lung Health Check (TLHC) expansion Programme, ensuring clear communication and robust implementation of policy, business objectives and agreed targets
  • Chair and lead meetings of the TLHC programme initially programme boards and stakeholder meetings
  • Manage the operational performance of the service to achieve delivery of national and local targets, the development and delivery of improvement plans and reengineering of roles/models of care
  • In liaison with the Group Finance Manager agree and deliver against financial and activity profiles for the specialty/department, identify risks and implement and review risk reduction strategies
  • Implement and review robust systems and processes so that service budgets are effectively managed, and financial balance is achieved, within Trust budgetary rules, Standing Orders and Standing Financial Instructions
  • Implement HR and governance strategies and policies within the specialty in order to achieve compliancy with Trust policies and procedures, best practice, relevant legislation, and regulatory provisions
  • Lead the timely investigation and resolution of complaints, clinical adverse events, and untoward incidents, involving staff and/or patients, within the programme and implement strategies to reduce risk of reoccurrence and promote quality
  • Manage staff within the service, including regularly reviewing establishments and skill mix in collaboration with TLHC Strategic lead, Clinical Director, Responsible Clinician (RC), Responsible Radiologist (RR) and Responsible assessor (RA)
  • Develop and promote integration between the representative organisations involved in the TLHC programme in Coventry and Warwickshire, working with a wide range of clinical, and managerial health care professionals in order to achieve this
  • Be prepared to travel across Coventry and Warwickshire to ensure equity and quality of service provision
  • Engage, communicate, and work directly with GP practices who have committed to participate in the delivery of the targeted lung screening
  • Provide training and support to all information systems users, including users at other sites, and ensure that all information held is consistent, accurate and up to date

Strategic and Service Development

  • Develop and deliver robust business plans for the service, in conjunction with senior colleagues, identifying opportunities for new markets and schemes to generate additional income and/or reduce expenditure
  • Proactively engage in interagency working to develop and implement strategies/services that cross traditional organisational boundaries, encouraging a seamless health system from a patient perspective
  • In conjunction with the RR, RC strategic lead and RA assume lead responsibility within the service for the development and improvement of patient care through identifying and responding to opportunities for change that will lead to improvements in quality or efficiency and assist in the development of clinical practice
  • In conjunction with the Group Finance Manager and strategic lead assume lead responsibility for reviewing income and expenditure within the specialty and the production and delivery of strategies to ensure the business viability of services
  • Work closely with NHS colleagues and partners in other organisations, including senior managers and clinicians, to ensure a collaborative approach to the strategic planning, development, and commissioning/funding of the TLHC programme
  • Have full working knowledge of all tasks undertaken by the GP practices and Scanning Centre(s) ensuring production of written work instructions for the administrative function of the TLHC programme in line with national requirements to order to run a Quality Management Programme
