DEVELOPMENT OPPORTUNITY

The Trust are looking to develop an experienced HCPC Registered Paramedic with proven knowledge and skill in managing staff, significant incidents and major incidents, the successful applicants will join our well established Tactical Incident Command team.

You will attend Serious/Major Incidents to provide Tactical Command for our staff in order to protect them and direct resources and assets to save life. This is an exciting and demanding role requiring a high degree of resilience and flexibility.

A key element of the role is being able to communicate with other emergency responders prior to, during and after any major / complex incidents articulating ambulance service policy and protocols ensuring that they are deployed effectively.

The successful applicant will have responsibility and accountability for the delivery of Tactical level command at major/complex incidents or events and will also undertake the role of the Duty Tactical Command Cell Commander in EOC.

Applicants must be a registered with the HCPC and have a minimum of 5 years post qualification experience along with holding a NARU Operational Commanders Certificate and a leadership qualification at Level 7 (or equivalent).

Please note, as this is a development opportunity, therefore there will be no uplift in current B7 salary T&Cs.

Job description

Job responsibilities

Provide Tactical command at complex/major incidents or events.

All staff at a scene of a serious or major incident will come under the Tactical Incident Commanders sole command, only the Chief Executive Officer or Assistant Chief Ambulance Officers undertake a higher Command Authority.

You will manage all ambulance service personnel at an incident, to include multiple skill sets, such as all managers (apart from the officers highlighted above), staff, Medics and HART personnel.

When on scene at a significant or major incident, ensure that the health and safety of our staff is maintained at all times.

Ensure you are up to date with Local and National Policy and Procedures.

Provide technical advice and operational advice to the Strategic Commander, to ensure robust decision making takes place 24/7 in regard to the response to a serious incident.

Work with the Head of EPRR to ensure that within your command mentor team all level commanders attend major incidents and exercises where identified and that staff are kept fully briefed and, where appropriate, trained in emergency plans. Whilst ensuring your own CPD and experience in Operational and Tactical command

Responsible for organising and delivery of an annual exercise plan, to test and assure that Operational Commanders are competent in all elements of scene management.

Be responsible to network with key partners such as ranked police officers, fire officers, military and other Cat 1 responders, to ensure they have a full working understanding of how these services deploy their assets and interact on scene on such incidents.

Must ensure that all Ambulance service objectives are understood by partner agencies.

Undertake Operational work as requested by the Head of Emergency EPRR which may include, direct management of staff, audits or produce reports with outcomes and recommendations as appropriate.

Be prepared to always respond to incidents with appropriate equipment.

Be accountable and justify your decisions or actions.

Keep a robust log of each incident attended and formulate learning which can be developed into regular communications to operational staff through articles in the WB, and advice on further formal training which should be developed as well as the Response Learning Process.

Undertake regular audits to ensure that all elements of the Trusts incident response mechanisms and assets are fully compliant.

Ensure all the incident plans for the Trust are known and digested, and can guide, mentor, and advise others, as an area of expert field.

Ensure appropriate major incident training and exercises are delivered to all levels of staff where requested.

Develop skills and knowledge internally and externally, with the view of becoming an expert in the field of incident management.

Ensure that exercising incident management competencies are maintained, logged, and submitted every 6 months to the Head of EPRR.

Ensure that tactical plans are delivered in line with the Strategic Commanders/ CEO objectives within an ongoing incident.

Ensure compliance in line with the annual emergency preparedness annual work plan, including the key site review process to ensure enhanced situational awareness of high-risk sites within the WMAS region This should be an area of expertise with constant revisiting to ensure currency of knowledge.

Provide 24/7 cover to the Trusts Tactical Command Cell working alternate rosters alongside a TIC colleague. Maintain full compliance to the Tactical Command Cell shift taskings when undertaking the role of Tactical Command Cell Commander.

Tactical Command

Fulfil the role of Operational and Tactical Commander as required using JESIP/NARU principles.

Provide additional Tactical Commander cover as directed by the Head of EPRR to include events.

Provide leadership, motivation, and management of staff in line with the trust and HCPC codes of conduct.

Have knowledge of Business Continuity plans and Lockdown procedures and be prepared to implement these at all times.

Manage resources effectively at scene for the maximum patient benefit.

Provide early and regular updated ETHANE messages to EOC.

Facilitate multi agency working using JESIP principles.

Ensure the safety of self and other WMAS personnel throughout the incident.

Escalate larger scale or significant incidents where appropriate.

Manage incidents within the policies/procedures and guidelines set by the Trust.

Complete an incident log as a formal record in all serious and complex cases where you may be called on to recount events and justify decisions at a later date.

Tactical Command Cell

Participate in a 24/7 roster to provide a continuous static presence with regional HQ Tactical Cell.

Provide Tactical level command/leadership within the Tactical Command Cell for the Trust

Oversee preparation/response/advise/assurance and data collection as the Trust requires in response to any Incident.

Complete actions/taskings directed from the CEO and/or the Strategic command team.

Tactical Command Cell responsibilities are dynamic and would depend on the current threat/risks to the Trust at any one time.

Responsible for staffing with the Tactical Command Cell with the appropriate personnel dependent on the scenario faced.

Provide a line of communication to Strategic Command, disseminate across the WMAS Trust and to the wider NHS as required.

In the event of a Major Incident, co-ordinate the response of the NACC, RTD, SCC and ICD in the initial stages of the incident and be prepared to brief the Strategic Commander on arrival at EOC.
