Job summary

An exciting opportunity has become available for an HART Operational Support Manager to join the well established HART Management Team.

The HART Operational Support Manager is accountable to the HART and Special Operations Manager for the delivery and oversight of the HART operational response and provides visible,empowering leadership and direction to the HART Paramedics and Team Leaders along with supporting and providingguidance to HART Team Leaders and their team members to optimise the operational response and provide the best level of patient care available.

The successful applicant must be a Registered Paramedic, currently qualified in all HART competencies along with being HART Team Leader qualified (including all relevant qualifications and up to date CPD and Command logs)

Leadership

Proactively lead the workforce by demonstrating the Trusts values, setting standards, and working towards achieving the Trust vision within the hazardous environment.

Maintaining own competence, knowledge and general understanding of the HART Standard Operational Procedures, Equipment Data Sheet, and Generic Risk Assessment.

Undertaking regular reviews of learning outcomes and indicative content or in response to significant changes in national and/or local guidelines.

Deputise for the HART and Special Operations Manager as and when required.

Maintain registration with the Health Professions Council and continue to professionally develop within national and local guidelines to deliver patient care to the professional standards as laid down by the JRCALC guidelines and other local protocols and procedures.

Operational

Prioritise and self-manage the staffing levels to constantly provide the nationally agreed Safe System of Work (SSoW).

Ensure the operational response maintains compliance with all local and national standards, policies, and procedures.

Continually monitor the standards of patient care being delivered by HART.

Establish and maintain close working relationships with internal and external stakeholders to ensure the effective deployment of operational resources. This must include but is not limited to EOC team members, Tactical Incident Commander team, and the Academy.

Ensure compliance with regards to all operational vehicles & equipment, ensuring everything is keept to high standards of cleanliness, service status and remain in a state of readiness at all times.

Ensure all operational equipment is stored and maintained in line with the NHS ECU Equipment Data Sheets, legislation requirements and the relevant records are maintained.

Ensure effective information and communication systems are in place and maintained to support the operational learning and development within HART.

Monitor and evaluate the needs of the workforce to ensure all concerns and issues are addressed in a timely and fair manner.

Work in partnership with the Trusts HR department to provide support and leadership in the management of the workforce, ensuring the relevant Trusts policies and procedures are upheld and followed.

Futureproof and add resilience to the HART workforce by organising and facilitating annual selection events, to ensure a pool of HART recruits are on standby to meet the annual attrition rate or uplift in staffing numbers.

Provide/facilitate induction training for new members of the HART.

Participate in and support operational and clinical case reviews as required.

As required, work in conjunction with other emergency services in response to a major or specialist incident. This may involve responding to national incident.

When called upon, work in partnership with the Trusts directors, head of departments, senior manager, and commander to ensure the HART operational capability meets the requirement of the Trust.

Maintain a state of readiness (through training and exercising) to respond to Incidents in the role of either a HART Team Leader or as a resilience National Interagency Liaison Officer / Tactical Advisor providing strong leadership and offering advice to Trust staff and Commanders.

Maintain effective command logs, CPD and other relevant training to maintain competence in both full HART disciplines and as a resilience NILO.

People

If requested, carry out appraisal and performance reviews for HART Team Leaders.

Participate in the selection test procedures for staff wishing to enter posts in the HART Team.

Participate in the day-to-day management of HART operations ensuring compliance with directorate and trust policies.

To provide specialist clinical support and knowledge within the HART skill set as defined by the NHS ECU.

To be able to deploy to operational incidents as required and provide health input wearing appropriate PPE.

Access relevant databases (e.g. TOXBASE) to research and communicate to others regarding the symptoms, treatment, and decontamination procedures for an incident.

Apply the principles and practice of Dynamic Operational Risk Assessment to ensure that plans and actions are regularly updated according to the needs of the current situation.

To provide clinical leadership and monitoring at incidents

To maintain Paramedic competency and be ready to respond as a Paramedic capacity if required.

Accurately triage and prioritise patients demonstrating the use of a variety of techniques to elicit the history of an event or illness in order to manage an incident correctly.
