Main duties of the job

An exciting opportunity has become available for a Senior Estate Manager who will be responsible for ensuring that the Trusts Facilities are fit for the purpose intended, comply with all relevant statutory, legislative and financial requirements and are maintained in a safe and effective manner and performance managed to enable the Trust to meet its operational, financial and corporate targets along with providing leadership for the Estates Team and manage the Trust's estate.

Applicants must hold a professional qualification in Estates Discipline (i.e. degree, MRICS, ARIBA, etc) or have the equivalent experience along with a minimum of 2 years senior management experience as an estates professional.

A full clean UK driving licence is required for this post due to travel across Trust sites.

If this position involves a regulated activity it will require an Enhanced Disclosure & Barring Service check. The disclosure will, where appropriate to the role, include information against the Independent Safeguarding Authority barred lists for working with children, adults or both

Where a Disclosure & Barring Service (DBS) check is required for the post, all applicants are required to cover the cost of the check. The cost of £42.50 for an enhanced check is payable to our online provider at the time that the DBS application is submitted. Job description

Job responsibilities

Manage the Estates and Facilities function.

Responsible for the management of the estates team including the monitoring and management of sickness, absence and appraisal reviews.

Deliver capital and revenue schemes regarding buildings and engineering equipment.

Provide a planned and reactive maintenance service to the designated area, to ensure operational, health and safety, and statutory compliance.

Produce and review CAD and other technical drawings as required

Invite tenders and obtain quotations for various projects.

Project manage schemes from inception to final account.

Work on site with developers and contractors to ensure works are progressing in line with the Trusts requirements. There will be a requirement to work on sites during construction the physical ability to access difficult to reach areas is a must.

Experience in the use of technical equipment for troubleshooting issues for example electrical testing.

Manage and control delegated budgets within agreed financial parameters and provide monthly reports on expenditure.

Undertake responsibility as authorised person in relation to technical procedures and statutory maintenance.

Deputise for the Head of Fleet and Facilities Management.

Ensure budget management/controls are applied throughout the teams.

Prepare and manage the annual estates budgets and within the delegated limit set and establish, monitor and maintain a budget monitoring system meeting the needs of both Operations and Finance Directorates, within Standing Financial Instructions.

Develop and monitor Cost Improvement Plans and ensure plans are robust/consistent with Trust requirements.

Lead the technical element of negotiations for estates procurement, including producing proposals and recommendations to the Head of Fleet and Facilities Management and Trust committees, as required.

Identify trends in expenditure and maintain long term cost control

Provide technical support on all aspects of the Estates services, plant and equipment.

Complete bids for capital and revenue maintenance and projects.

Ensure compliance with all NHS legislation.

Prepare annual ERIC statistical returns.

Develop an out-of-hours support regime.

Compile a database of records of maintenance of all service work, i.e. Legionella Certification.

To act as a Regional Lead on a particular area of mandatory maintenance, i.e. electrical testing, fire risk, arson, mechanical etc.

Prepare condition surveys and produce estimates of backlog maintenance.

Supervise all site works via external contractors.

Liaise with Statutory Bodies regarding planning applications and building regulations.

Maintain/update accurate property ownership details, including deed plans, ordinance survey plans etc and terrier details.

Maintain a List of Approved Contractors.

Assist in the identification of surplus Estate and contribute to the Trusts Estate Strategy.

Liaise with the District Valuer and other external consultants as and when required.

Prepare purchase orders for maintenance work and liaise with the Regional Helpdesk regarding the procurement of contractors.
