Job summary

The Clinical Quality Manager will support the delivery of national/local guidance and policies, adopting a highly visible and accessible approach for patients, leading by example in empowering and developing staff to apply evidence-based practice into current clinical practice in order to modernise and improve patient care. The post holder will work with the Divisional Quality Lead to deliver the quality governance agenda and provide leadership on quality and patient safety within the Communities & Families Division.

They will support the Divisional Quality Lead on the implementation of the ward/unit/department accreditation programmes, including the creation of templates and the data collection and lead on the portfolio reviews for the clinical areas.

They will work in collaboration with the Quality Governance management team to share best practice and learning.

They will provide line management to the Clinical Governance Nurse/AHP and the Quality Governance Support Manager.

Main duties of the job

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

1. Establish effective relationships with PALS and the Complaints team encouraging staff in the proactive resolution of concerns. Support adherence to the target time for complaints resolution. Ensure that actions arising from patient's concerns are feedback and progressed.

2. Provide guidance, support and leadership to all staff across the Division with regard to Risk Management and Clinical Governance issues and management of the risk & incident reporting system across the Division.

3. Take responsibility for co-coordinating the Divisional day to day risk & incident management process. Coordinate and facilitate Risk & Incident Meetings within the Division in line with the relevant Terms of Reference.

Clinical Leadership

6. Investigate and follow up actions from incident reports, utilising the Patient Safety Incident Response Framework. This may on occasion include acting as the lead investigator for a Learning Response.

7. To deputise for the Divisional Quality Lead at Divisional meetings.

8. To ensure that mortality and morbidity reviews are undertaken across the service lines with the identification of deaths and completion of SJRs where appropriate and to provide support and facilitate any shared learning, innovation and improvements.

9. To ensure that audit is embedded in everyday practice and that a multi-disciplinary approach is actively encouraged.

10. Co-ordinate and/or prepare the appropriate reports for trust meetings in line with the reporting schedule for the Division.

11. Act as a positive change agent and role model, identifying and initiating changes as required enhancing service provision.

12. To be highly visible, accessible and approachable leader to staff, patients, carers, families and to the public, ensuring that open channels of communication are created and sustained, always aiming to improve quality and the patient experience.

13. To identify and co-ordinate opportunities for patient and public involvement and engagement in service development, leading where appropriate. To assist the Division in improving the patient experience, acting on report recommendations and action plans.

14. Ensure good communication both verbally and via formal documentation with all members of the multidisciplinary clinical/management team.

15. Maintain own clinical competence and active NMC/HCPC registration, undertaking clinical activity as required.
