The role opportunity has arisen due to the incumbent advancing in their career. As Chief Technology Officer (CTO) you will be joining us at an exciting time on our journey to deliver Digitally enabled Healthcare. The Trust has obtained investment for a new Electronic Patient Record and is undergoing estate transformation via the New Hospital Programme. These programmes together with a new Clinical strategy, Integrated Care System developments, and Plymouth Healthy Lives Partnership create opportunities to advance our digital maturity making healthcare safer and more efficient whilst empowering patients to take charge of their healthcare for better health outcomes.
The CTO is responsible for building a rock-solid digital infrastructure platform that will enable the above transformation in healthcare, from developing strategies and plans to implement advanced data centre technology, new networks, and advance end user compute technology the CTO with their talented teams is the person that makes this all happen.
You will be an influential and inspiring leader, leading teams through change, working across organisations, and playing a key role in the Digital & Innovation Services (D&I) senior leadership team. The D&I service delivers Digital services to over 12,000 colleagues and partners across the Plymouth and Devon Healthcare system.
Main duties of the job
The post holder will play a prominent role in organisational and system development, strategic leadership, business change, and championing new and transformational ways of working within Digital and Innovation Services.
The post holder will be responsible for the management of the Digital Infrastructure within the Trust.
The post holder will lead dynamic teams to ensure that the D&I provides support to the Trust.
Key aspects of the role will be to:
- Engage pro-actively with stakeholders.
- Ensure effective IT service management and supplier management.
- Provide assurance that Digital services are secure and compliant with relevant legislation.
- Support organisational change, innovation and excellence.
- Provide assurance that D&I developed applications are secure and compliant with relevant legislation.
- Support the CIO in the drive for reform and support organisational change, innovation and excellence.
- Support the Trust and Healthcare System's long and short term strategic intentions by developing the infrastructure and capacity.
The role will have autonomy to lead and manage the development and delivery of local Digital Infrastructure strategies, programmes and services. They will also contribute to local, regional and national strategies, programmes, and service management, taking a leading role where appropriate.

The post holder will be expected to build particularly strong relationships of mutual trust with the other D&I Senior Managers, the Executive team, System leaders, the Trusts Chief Clinical Information Officer and Clinical Informatics Leaders (CXIOs), Care Group Managers and Clinical Directors as well as with key corporate functions such as People Team, Estates and Finance/Procurement.
- Provide corporate strategic D&I leadership to the D&I Department and expert advice on healthcare D&I to the Trust.
- Assist in the development and execution of a D&I strategy, impacting on the whole organisation, to ensure the Trust has the right systems available to deliver effective patient care.
- Recognise and ensure national D&I priorities and initiatives are reflected in local priorities and plans for service development.
- Present to senior groups as required to ensure D&I issues maintain a high profile, including the presentation of highly complex, sensitive or contentious information when significant barriers to acceptance exist, potentially in hostile or antagonistic environments.
- Promote the value and importance of effective D&I throughout the Trust.
- Provide professional leadership for the wider Informatics community within the Trust and for all aspects of D&I throughout the organisation.
- Provide expert advice and guidance to managers, health professionals and others on D&I-related issues.
- Act as the Senior Responsible Officer for various infrastructure and development projects that will support the Digital Programme Board.

- Communicate with a wide range of senior clinical and non-clinical staff, and with senior officers of external organisations, in order to persuade others, and negotiate the implementation of change in IT-enabled developments.
- Work with and enable other D&I staff to work with clinical leaders in the Trust to achieve clinical engagement in all D&I developments.
