Job summary

This is a Trust wide role accountable to the Deputy Head of Facilities. The role will have overall responsibility and accountability for the management of Derriford Waste Management Service (DWMS) including the workforce and their CPD, and equipment including its vehicles, providing value for money and excellence in service provision.

This role plays a key role in developing trust wide initiatives by ensuring compliance with legislation, meeting national targets by providing training and promoting organisation wide participation and awareness in waste and sustainability.

This role will also have responsibility and accountability for the Trusts incinerator and its operations including managing its commercial contracts and maximising revenue. You will also have responsibility for ensuring compliance with all relevant agencies with regards to waste and the incinerator.

As the lead specialist in waste, you will be responsible for the development, implementation and management of a waste policy which will look at waste segregation, recycling, waste reduction, and managing waste effectively whilst also supporting our sustainability commitments. You will also be responsible for developing a robust internal waste audit system to ensure compliance.

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

  • To provide leadership, to specific quality, improvement, and waste reduction programmes, including contract work and the development and implementation of policies and managing change in support of these.
  • To be responsible for specialist waste project management work and lead on new initiatives and embedding these to become business as usual.
  • The job holder will be required to ensure full compliance with waste legislation, HTM 07-01 compliance and meeting sustainability targets across the Trust, as well as maintaining codes of practice and developing policies.
  • Through leadership and motivation develop an effective team working towards agreed project goals as well as being accountable for all DWMS staff and the performance of the service, whilst ensuring their welfare, wellbeing, and morale in line with HR policies.
  • To provide assurance to UHP's Board that statutory compliance for waste management activities is being maintained, accurately monitored, improved and targets met. It will also identify key areas of non-compliance where further training, resources or funding is needed to ensure compliance with site waste management.
  • To develop plans for the long term as the need for waste management moves away from incineration and towards more sustainable methods of getting rid of waste. This includes income generation- ability to network locally and nationally gaining information and knowledge of sale opportunities to maximize external income.

  • Support the development and delivery of the Trusts strategy and Waste policy development and implementation. This will encompass areas of work including resource requirements, ensuring compliance, improving performance against the waste hierarchy, improving waste disposal arrangements, contingency planning, identifying risks to the organisation, innovation, developing circular economy opportunities and leading in the management of information/KPIs.

  • The inclusion and review of the Datix reporting system- whereby all waste and environmental incidents will be reportable and investigated to ensure non-conformities and indents do not re-occur in the future and impact on compliance. This will involve working alongside the Datix Team to set up new reporting routes and raising staff awareness via the sustainability awareness campaign.
  • Investigate any complaints and operational failure of service provision, providing detailed reports to the Head of Facilities, Divisional Heads and or Risk Management. This involves taking appropriate follow-up action about Incident Reports relating to Waste Management issues.
  • Production of monthly waste and cost analysis reports based on contractor invoicing and monitoring of the new National Waste Data Tool to be reported via SPiG and senior management meetings. This also involves providing professional input into completion of the Estates Returns Information Collection (ERIC) and NHS Environmental Assessment Tool (NEAT) systems.
  • Work with the Trusts Sustainability Group to optimise the Green Plan and the NHS Net Zero Carbon targets by reducing waste through best practice and improving the way we manage our estate by adapting provider premises and service delivery to mitigate risks associated with climate change and severe weather.
  • Identify and deliver schemes that improve the Trusts performance against the requirements of the waste hierarchy, and in line with the Trusts Green Plan. This will include;- segregation of additional waste streams at source, reuse schemes- waste reduction schemes and new technologies for on or off-site waste treatment-reducing waste miles - maximising the use of materials and resources before they become waste- minimising the quantity of packaging in the health product supply chain- Enhancing engagement around sustainability issues, raising the profile of the waste manager role.

  • Maintain close liaison with Infection Control and nursing staff to ensure compliance of standard precautions to reduce the risk of Hospital Acquired Infections.
  • Undertake surveys and audits and monitor outcomes accordingly, to ensure compliance with the Duty of Care requirements under Section 34 of the Environmental Protection Act 1990.

  • Communicate multi-stranded project, design, financial, contractual information, present work scheme proposals to Board, senior managers, contractors, estates staff to gain co-operation as well as disseminating information within the Trust to all colleagues.

  • Monitor, maintain and update all site waste management plans in line with legislation updates and service changes and requirements.
  • Complete an annual report on Waste Management inclusive of all audits, training and savings made against targets for the financial year with key actions for the following year identified.
  • Help ensure legislative compliance across UHP with regards to waste management, aligned with the requirements of HTM 07-01 Safe Management of Healthcare Waste and all other relevant legislation, developing the Trusts waste policy and procedures as required. You will also be responsible for developing and maintaining an up to date set of Standard Operating Procedures for waste management across all sites.
  • Take responsibility for the development, implementation and management of waste management staff awareness schemes and training, including mandatory and induction training for all staff and where appropriate shall develop awareness initiatives for patients and visitors.
