Job summary

University Hospitals Plymouth NHS Trust is embarking on an ambitious programme of transformation of its services, its estate and wider infrastructure, with the Estate Development & Site Management Team delivering a substantial programme of work to upgrade existing facilities within a challenging operational environment.

We are now looking to recruit 2 x Senior Project Support Managers to assist with the delivery of capital projects. The post holders will work closely with Senior Projects Managers in the Estate Development & Site Management Team to ensure that schemes are effectively managed and delivered, drawing on technical expertise from the wider Site Services and Estates teams and consultants. The successful candidates will be involved in the whole project lifecycle, from business case development, design and construction, through to post project evaluation and reporting. Experience in managing building projects, together with construction knowledge and procurement processes will be required, whilst great communication skills, both written and verbal, will be essential to engage with a wide range of stakeholders within the hospital and more widely across Plymouth, Devon, and the Southwest peninsula.

Main duties of the job

Core duties and responsibilities:

  • Responsible for the production of project and planning documentation ensuring the standardisation and auditability of all deliverables.
  • Advanced use of Microsoft project, Auto-cad and other computer software to develop, structure and produce project programmes and plans to include all the elements of a complex multifaceted project.
  • Assist in the planning and delivery of all aspects of communication activity for capital schemes.
  • Ensuring effective audit trails of key decisions.
  • Ensuring that project/programme meetings, groups, workshops, and days are planned, prepared, serviced, and formally recorded to maintain an effective audit trail.
  • Provision of administrative and project support to the Project Managers.

  • Offer technical advice, liaise and negotiate with the service planning team, Trust staff and users on all aspects relating to design and project delivery issues.
  • Prepare detailed project briefs in terms of function, time, cost and quality in accordance with the NHS Capital Investments Manual.
  • Management of the processes to provide and receive clinical, technical and commercial information, relating to design briefs and output specifications, equipment schedules and technical drawings.
  • Respond to requests for further information.
  • Be responsible for ensuring that project tasks are identified and managed.

  • During the construction phase, support the Project Manager in ensuring that the construction, its quality and programme are compliant with the contract.

  • Lead projects as directed by the Project Manager / Associate Director of Estate Development & Site Management.

  • Identify delays, acting quickly and appropriately to maintain project programme delivery.

  • Close liaison with risk and health and safety advisers, fire officers, infection control, security managers, and other specialist officers to ensure that the design and the construction has minimal impact on the hospital.
  • Prepare and interpret technical drawings using appropriate surveying tools and equipment.
  • With the Associate Director for Estate Development & Site Management, review and manage project estimates, budgets, expenditure and cash flows, authorising invoices (within delegated limit), reviewing valuations and agreeing contractor(s) payments.
  • Visit and inspect construction operations on a regular basis and in conjunction with the contractor agree arrangements that minimise the hazards inherent within the construction.
  • Undertake work on other projects as directed by the Associate Director of Estate Development & Site Management.
