Job summary

The Estates Department at University Hospitals Plymouth NHS Trust is looking to recruit a suitably qualified and experienced Estates Officer to work as part of the engineering team delivering a diverse range of mechanical projects, compliance and assurance for the organisation.

This is an excellent opportunity to work as part of a team delivering positive improvements to the Healthcare Estate and providing a safe and compliant environment for patients, staff and visitors.

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

Responsible for providing a specialist Mechanical service to the organisation; undertakes project management in specialist field, where appropriate

Ensures compliance with relevant legislation, regulations, codes of practice, technical guidance; develops policies in specialist field and ensures their implementation

Provides training in specialist field, as appropriate; may supervise staff in specialist field.

Contribute to the update of the Schedule of Engineering Systems.

Communication

Exchange specialist information with specialists and non-specialists.

Liaise with Engineering contractors and users.

Provide, receive and act upon a range of complex engineering information. Relay, discuss and decide with managers, supervisors, departmental staff, ward staff, manufacturers representatives and contractors on various technical issues.

Knowledge, Training and Experience

Recognised Mechanical Apprenticeship

Professional knowledge gained through degree or equivalent experience

Recognised & accredited specialist training in one or more of the following mechanical disciplines.

  • HTM 01-01 Decontamination of medical devices
  • HTM 02-01 Medical Gas Pipeline Systems
  • HTM 03-01 Specialist Healthcare Ventilation
  • HTM 04-01 Control of legionella
  • Mechanical and pressure systems.

Analytical and Judgemental skills.

Support the Mechanical Services manager to ensure all work undertaken is compliant with H&S.

Provide technical advice to UHP Trust in relation to Mechanical systems.

Authorise work on mechanical systems within agreed protocols.

Planning and Organisation

Monitor and co-ordinate all mechanical work activities ensuring they are undertaken using current legislation.

Assist Estates leads in the planning, development and execution of mechanical work for strategic and backlog schemes

Train and assess DEL and contract staff on systems and procedures.

Physical skills.

Undertake work on mechanical systems in accordance with agreed protocols.

Provide absence cover for the mechanical services team.

Attend and carry out duties as Authorised Person as required within normal or out of hours.

Responsibility for patient/client care

Incidental contact with patients.

Responsibility for Policy/Service Development.

Review policies for the Estates team in relation to mechanical systems, that impact on the department.

Responsibility for Financial and Physical resources.

To assist in ensuring that all capital, recharge and contract work is completed to programme, in accordance with the specification standard and within budget.

Responsibility for Human Resources.

Liaise with engineering contractors and end users.

Train and assess hospital staff and contractors on systems and procedures.

Responsibility for information resources.

Maintain documentation and technical records for the statutory inspection and testing of various mechanical systems as required.

Responsibility for research and development.

Assist as required with preparation and conducting the independent mechanical systems AE audits.

Freedom to act.

Become a specialist in one or more mechanical disciplines.

Follow all H&S guidance and ensure workforce adhere to them also.

Physical effort.

Frequent requirement to carry equipment up to 15kg for short periods.

Ability to work in confined spaces.
