Job summary

The post holder will lead in the responsibility for providing management, professional, technical / specialist services and to provide advice relating to plant and equipment utilised for control of space and environmental conditions as well as specialist plant and equipment used by the wide range of clinical services provided by Kings college hospital at South Sites, and partner organisations across the community estate.

Duties will include leading the Trust's Estates operational services, assurance, and governance processes to ensure that a safe environment is provided and high-quality value for money services are delivered through the establishment of appropriate policies and procedures in support of the Trust's service objectives, and legislative requirements.

Main duties of the job

The focus of the role will include Planned and Reactive Maintenance and Repairs, Sustainability (including energy management), M&E Technical Support, Medical Engineering, along with Estates related Health and Safety compliance and risk management to ensure that the services provided meet the needs of the relevant stakeholders and service users, where appropriate as defined in the Trust Service Level Agreements and that performance and progress updates are reported in a consistent format for all areas, providing the necessary assurance for the Trust Executives and Board. In addition, the post holder will be expected to build and develop partnerships with clinical and non- clinical colleagues and external agencies to ensure that the Estates services, initiatives, and implications are considered as part of responding to, and shaping, the Trust's Clinical Service Strategy and the

This role will have an operational understanding of clinical pathways, and ensure the provision of safe and comfortable environments for patients, visitors, and staff; key to this will be a working knowledge of the engineering plant and ensuring that our contractors operate it efficiently while delivering the required outputs. This role will provide a Trust technical point of contact for Building and Engineering Day to day aspects, and participate in the process of producing maintenance strategies, developing capital project work and the replacement of plant and equipment.

Job responsibilities

Main Duties and Responsibilities

  • To provide a safe means of maintaining the building fabric and engineering services throughout the Trust remote sites; ensuring that safe systems of work are in place e.g. Policies and Procedures and Permit to Work systems.
  • Responsible for auditing the Hard FM contractors and sub-contractors against Health and Safety standards, including the control of substances hazardous to Health (COSHH), workplace and working time regulations, and ensure that detailed risk assessments comply with Trust and Departmental Health and Safety procedures.
  • Ensure that the Hard FM contractors and sub-contractors meet their statutory and mandatory obligations on behalf of the Trust in respect to plant and equipment, in line with all Hospital Technical Memorandums and Hospital Building Notices.
  • Responsible for ensuring energy and utilities are used efficiently, and attend (and chair when directed). This meeting follows the monthly generator Soft and Black starts for the generators.
  • Attend all Hard FM meetings (and chair when directed).
  • Attend the Trust Water Safety Committee meeting and act as Responsible Person for water hygiene in accordance with HTM04 and L8.
  • Responsible for the Trusts Estate grounds and gardens; ensuring that appropriate contracts are in place and all aspects are maintained in accordance with sub-contractor schedules.
  • Responsible for the piped medical gas installations, ensuring that the permit to works procedures are followed and sufficient Authorised persons are properly trained (contractors and sub-contractors; this includes Soft FM contractors on manifolds and changing cylinders).

People Management and Performance

  • Lead, coach and manage the performance of the team in line with good people management practices. Ensuring excellence is recognised and underperformance is addressed.
  • Participate in regular performance appraisal meetings and ensure each member of the team has a clear set of objectives and development plans.
  • Ensure the team is compliance with all statutory, mandatory training together with any professional training requirements, ensuring they are up to date and fully compliant.
  • Manage team absences including sickness in line with Trust policy ensuring the appropriate return to work meetings occur, e-roster is updated and productivity is at keep to the highest possible level.
  • Identify and fill any vacancies that arise within the team in line with the Trusts recruitment policy and process.
  • Identify talent and support the internal talent management process in order attract and retain and succession plan for your people.

  • Professional engineering or building knowledge acquired through degree or equivalent, plus specialist knowledge acquired through postgraduate courses to master's equivalent level.
  • HTM00 series safe systems of work training - LV, HV, medical gases, Water Hygiene (and L8), Specialist Ventilation, Decontamination. Lifts, Pressure Systems.
  • Technical courses (i.e., Water, Gas, Asbestos, Electrical, Building and CDM Regulations, Control of Contractors etc.) Health & Safety qualification (NEBOSH Managing safety) or equivalent.
