Job summary

Reporting directly to the Chief Executive Officer, and accountable to the Trust Board, the Chief Digital and Data Officer will lead the digital and information transformation across the organisation and support the use of digital and data services as part of achieving the overall Trust strategy.

You will be responsible for the review, development, and implementation of Trust Digital and Data strategies, ensuring appropriate engagement with internal and external stakeholders. Strategies will both inform and conform with local, ICB and national strategies and plans. The successful candidate will be responsible for leading the Digital and Data functions and for bringing together digital and data capacity and capability across the Trust to work collaboratively.

The organisation is actively investing in improving internal digital and data capabilities and processes and is now looking for a highly motivated Chief Digital and Data Officer who can lead in bringing these programmes together to ensure maximum impact. This position will have a high level of independence and accountability.

Main duties of the job

1. Lead strategic planning, oversight, and delivery of the Trust's key digital and data programmes of work.

2. Enable the adoption and use of digital and data technology across the clinical and support services.

3. Establish the Trust as a leader in the field of digital and data services for the benefit of their patients, carers, and staff.

4. Integrate digital and data systems across the Trust to ensure the user experience is positive and that maximum clinical activity is achieved.

5. Ensure the effective delivery of secure, effective, and efficient digital and data services.

6. Deliver first class clinical care intelligence that is outcomes based and able to drive quality improvement and measure productivity and effectiveness.

7. Manage data quality and adopt a "Senior Information Risk Owner" culture.

8. Drive forward system optimisation and integration across the health and care system to enhance user experience and improve productivity.

9. Enable clinical and operational leadership and support in the design and delivery of systems.

10. Enable the Trust to have a data-driven improvement culture where teams can use the best analytics to accelerate best practice and adoption by using data to create quality information.

About us

The Countess of Chester Hospital NHS Foundation Trust provides services to West Cheshire and to Welsh patients covered by Betsi Cadwaladr University Health Board. The Trust works collaboratively within the wider Cheshire and Merseyside Health and Care Partnership. Its services are provided from three locations:

  • The Countess of Chester Hospital: providing 438 general and acute beds.
  • Ellesmere Port Hospital: providing 56 beds as a rehabilitation, intermediate and outpatient facility.
  • Tarporley War Memorial Hospital: a base for community services which serve the local rural population.

The Trust employs over 6258 staff (headcount) which includes temporary bank staff and provides acute emergency and elective services, primary care direct access services and obstetric services to a population of approximately 407,000. This includes 357,000 residents in Chester and West Cheshire which includes Ellesmere Port and Neston as well as the Deeside area of Flintshire which has a population of approximately 50,000.

The Trust is a busy district general hospital and in 2022/2023, there were more than 503,342 patient attendances (inpatient, outpatient and diagnostic) ranging from a simple outpatient appointment to major cancer surgery. This is an increase of nearly 10,000 compared to the previous year when there were 494,387 patient attendances.

  • Master's or postgraduate degree in a digital / data, project, or programme specialism.
  • Programme, project or change management (MSP, PRINCE2, AGILE, or CHANGE equivalent).

Desirable

  • Professional qualification in digital and data or membership of a relevant professional body - for example, BCS.
  • General management qualification.

Knowledge

Essential

  • Significant and wide-ranging experience at Board level in large, complex customer facing organisations, whether in healthcare or other sector with comparable complexities and shared service delivery pressures.
  • Experience of providing strategic and technical digital and data advice to the NHS or comparable organisations. Track record of delivery.
  • Track record of delivering large scale change and knowledge of quality improvement methodologies and evidence.
