The North Midlands and Black Country Procurement Group (NMBC) iscomprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT), Walsall Healthcare NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT),Black Country Healthcare Foundation Trust (BCHFT), Midlands Partnership NHS Foundation Trust (MPFT) and Midlands and Lancashire Commissioning Support Unit (MLCSU).

The NMBC is responsible for all aspects of Procurement, Supply Chain and wider Commercial support to the aforementioned organisations covering a range of Acute, Mental Health, Community, Pathology Networks, GP Practices and Commsioning Support Units across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System (ICS's). With almost 200 staff, 55,000 customers and managing a total non pay spend portfolio of over £1.2b per annum the NMBC is one of the largest and influential Group Procurement Organisations (GPO's) in the NHS.

This post leads the Commercial Contract Management team and is based at the Royal Wolverhampton NHS trust, New Cross site, reporting to the Group Director of Procurement within the NMBC. The role is directly responsible for Commercial Contract Management

Main duties of the job

Group Deputy Director of Procurement - Commercial Contract Management will provide comprehensive support to the Group Procurement Director in delivering the Commercial Contract Management function at the Black Country Integrated Care System (ICS) level and Trusts / organisation level represented within the North Midlands and Black Country (NMBC) Procurement Group.

To act as a Group Deputy Director of Procurement for the NMBC. The post-holder will lead on and be responsible for line management of the Commercial Contract Management Team within a designated ICS(s) and will provide support to the Group Director of Procurement in ensuring that all elements of the ICS, NMBC and individual Trust level commercial contract management, are delivered. This will include, for example, the delivery of national commercial contract management objectives, regional and local CIP targets, workforce objectives and maintaining supply chain resilience across the Pan ICS NMBC footprint.

The Group Deputy Director of Procurement shall act as an ambassador and foster a highly professional and responsive client service approach; proactively build and sustain professional relationships and interface with other departments, Trusts and Executives / colleagues across the Black Country ICS's covered by the NMBC.

Have the ability to develop detailed option appraisals from often complex data sources.

Ensure proactive involvement with, and influence on, all material organisation decisions to ensure that the immediate and longer-term implications, opportunities, and risks are fully considered and consistent with the respective Trusts and ICB commercial contract management portfolio.

Develop resource allocation strategies to deliver business priorities, based on an understanding of present and longer-term needs including the delivery of the ICS / Trust level procurement work plan, work force objectives, managing commercial risk and manging supply chain resilience, etc.

Ensure that opportunities and risks across all aspects of a Trusts and ICB commercial contract management portfolio are fully considered and consistent with the overall ICS strategy.

To lead a programme of change management and innovation with respect to supplier relationships developing new approaches to partnership and to engagement reflecting the NMBC ambition.

Provide appropriate level of support / intervention to operational Trust / ICB teams to produce relevant business case documents / reports.

Contribute as a member of the NMBC Procurement Board and NMBC Senior Leadership and NMBC Senior Management Team.

This includes appraisal, sickness absence, disciplinary, grievance, recruitment and selection, personal and career developments and departmental workload allocation.

Responsible for the overall management of the Commercial Contract Management team across different functions in a matrix structure including the training, performance and discipline management.

The ability to work flexibly, some travel between different locations will be required.

Assist in interpreting, formulating, and implementing plans to achieve various NHS reforms.

Instigate benchmarking and audit exercises with other Trusts outside of the NMBC in order to evaluate the effectiveness of the NMBC Commercial Contract Management Team.
