Job summary

The role holder will provide a focal point for the Trust in relation to the delivery of Emergency Preparedness, Resilience and Response (EPRR) representation on a local basis in the Dorset and Wiltshire areas, ensuring that planning and response arrangements are in place to achieve an effective and co-ordinated response to adverse events, major incidents and emergencies as defined by the Civil Contingencies Act (2004).

Delivering training across a range of EPRR subjects is part of the role, both for internal and external audiences.

Every EPRR Officer is accountable for the delivery and achievement of the NHS England Core and Interoperable Standards relevant to their area of responsibility.

Developing, testing and evaluating plans for specific risks, threats and events informed by the Trust or Community Risk Registers, liaising with multiagency blue light partners and the wider NHS to ensure plans align with other agencies.

Provide appropriate assistance and expertise to operational, tactical and strategic commanders in the event of a significant or major incident by performing the role of a Tactical Advisor/National Inter-agency Liaison Officer for the Trust.

Remain up to date in National, NHS and other emergency services strategies concerning civil protection issues as necessary, supporting the EPRR Manager with interpreting these and ensuring that the Trust is aligned.

Main duties of the job

  • Test and evaluate the emergency plans for the South Western Ambulance Service NHS Trust, identifying lessons and best practice and proposing changes to practices, procedures and proposing policy or service changes beyond own area where required;
  • Interpret and implements national and local policies and guidelines within their area of responsibility;
  • Review major incident planning, resource availability and deployment to ensure compliance with clinical and operational standards;
  • Participate and lead in the delivery of EPRR training including command refresher training up to the Tactical level.
  • Provide and receive complex information and represent the Trust in a multi-agency environment.
  • To plan and coordinate the Trust participation in multi-agency exercises in relation to enable the Trust to test its emergency plans in association with the plans of other stakeholders;
  • Support the competence and preparedness of operational staff and managers to deal effectively with emergency incidents by providing advice and support to the incident management teams as appropriate;
  • Participate in the Trust Tactical Advisor/NILO 'on call' rota;
  • Fulfil the role of a commander to the appropriate level of training as required;
  • Review national and assess local risks and threats to the Trust and the delivery of care to our patients, conduct risk assessments and develop action plans to mitigate risks on behalf of the Trust.

  • Diploma in Health Emergency Planning qualification or equivalent experience or qualifications
  • Command Trained to Operational and/or Tactical Level.
  • Award in Education and Training or similar
  • Registered Health Care Professional.

Previous experience (Paid/ Unpaid relevant to job)

  • Two years' experience in an emergency planning environment or demonstrable evidence of knowledge and experience.
  • Experience of working with minimum supervision.

  • Previous NHS EPRR experience

  • Previous command and control experience.
