This interim senior leadership role provides programme management and commissioning expertise to support the transformation of Neighbourhood Health & Care across Cornwall and the Isles of Scilly (CIOS). The postholder will play a pivotal role in delivering the ambitions of the 10 Year Plan and the Darzi Review, integrating strategies across partner organisations to drive system-wide reform.Working collaboratively with the Associate Medical Director (AMD), Director of Performance and Outcome Delivery (DoPOD), and Place Directors, the postholder will ensure the successful implementation of the National Neighbourhood Health Implementation Programme (NNHIP). The role demands confident leadership, strategic agility, and the ability to challenge conventional approaches to improve population health, reduce inequalities, and enhance value for money.Accountable to the Chief Executive/Deputy Chief Executive, the postholder will foster a culture of excellence, collaboration, and values-driven service delivery, with a strong focus on clinical outcomes and patient safety.

Main duties of the job

    • Provide programme management and commissioning leadership for Neighbourhood Health & Care across CIOS.
    • Drive delivery of the 10 Year Plan and Darzi Review with pace, intent, and strategic alignment.
    • Integrate strategies across partner organisations to support cohesive system transformation.
    • Collaborate with AMD, DoPOD, and Place Directors to ensure NNHIP achieves its core aims.
    • Lead planning and resource allocation to deliver the three strategic shifts:
      • Hospital to Community
      • Analogue to Digital
      • Sickness to Prevention
    • Promote shared leadership across Neighbourhoods focused on clinical outcomes and population health.
    • Support assurance processes for the Trust, Integrated Care Board (ICB), and regional stakeholders.
    • Champion a culture of quality, safety, teamwork, and values-based care.

  • Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Proven and significant leadership experience.
  • Demonstratable expertise in a Healthcare environment
  • Experience and expertise in working with the VCSE ideally with contracts and partnerships
  • Significant management experience at senior level in the NHS or other public healthcare related industry
  • Proven senior level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
  • Proven record in setting up new and novel programmes in complex systems
  • Commissioning expertise in healthcare environment
