Job summary
This job is only open to colleagues currently employed by the NHS in Cornwall or the Isles of Scilly. Eligible organisations are: Cornwall Partnership NHS Foundation Trust, Royal Cornwall Hospitals NHS Trust, and Cornwall & Isles of Scilly Integrated Care Board.
The postholder will provide leadership and delivery oversight for the transformation of Neighbourhood Health & Care services across Cornwall and the Isles of Scilly. Operating at a senior level, this role carries shared accountability for delivering the region's 10 Year Plan and the Darzi Review, with a strong focus on pace, intent, and measurable impact.
As performance and delivery lead for the National Neighbourhood Health Implementation Programme (NNHIP), you will work closely with Place Directors, the Associate Medical Director, and the Interim Programme & Commissioning Director to deliver programme aims and provide assurance to the Trust and Integrated Care Board.
This role requires a confident, data-driven leader able to challenge the status quo and work across complex organisations. You will drive the three strategic shifts: Hospital to Community, Analogue to Digital, and Sickness to Prevention, while ensuring better outcomes, reduced inequalities, productivity, and value for money.
Accountable to the Chief Executive/Deputy Chief Executive, this is a key opportunity for an aspiring or existing Chief Operating Officer with a passion for reform, excellence, and values-driven leadership.
Main duties of the job

- Lead strategic planning and delivery of Neighbourhood Health & Care services across CIOS.
- Drive implementation of the 10 Year Plan and Darzi Review with pace and intent.
- Collaborate with Place Directors, AMD, and IPCD to deliver the three strategic shifts:
- Hospital to Community
- Analogue to Digital
- Sickness to Prevention
- Chair the Provider Performance & Delivery Committee (PPDC) and manage escalations.
- Ensure robust programme and project management for service transformation.
- Provide independent assurance to the Trust Board and strategic commissioners.
- Oversee development of quality, performance, and financial reporting infrastructure.
- Lead co-design and implementation of performance metrics and clinical outcomes.
- Promote a culture of excellence, safety, and values-based teamwork.
