Job Title: RTT Data Quality Assistant
Grade: Band 4

Job Purpose:
To assist the Trust to achieve the national 18 Week referral to treatment target by having responsibility for analysing data relating to patient pathways, undertaking detailed patient level validation and liaison with operational services and external organisations to obtain and record accurate information for monitoring purposes. To facilitate delivery of the 18 Week target.
Job Summary:
The 18 Week pathway standard specified within The NHS Plan (2000) requires the NHS to measure the total period waited by each patient and to manage each journey from referral to treatment in a timely and efficient manner. Accurate waiting times data is essential and the post will focus on validating waiting list information to ensure accurate recording of clock start and stop times and tracking and avoidance of potential breaches of RTT targets.
The post holder will investigate, resolve and correct data quality issues identified via the RTT Incomplete PTL and routine audit reports and will provide support and advice to relevant staff regarding RTT-related issues.
Key Tasks and Responsibilities:
To use advanced PAS skills, other electronic hospital information systems and if appropriate patient case notes to establish Referral to Treatment (RTT) pathway data for individual patients. This is in accordance with agreed practices and standards to enable highly accurate submissions of this key performance indicator to the Department of Health.
To be responsible for implementation of the Trusts systems to identify and record tertiary Minimum Data Sets as mandated by the Department of Health
To have a key role in the delivery of 18 Weeks by using own initiative to analyse, interpret and apply judgements involving a range of options to complex multi-specialty patient pathways to ensure compliance with national RTT guidance.
To have a key role in the development of new systems and techniques for routinely auditing data and the embedding of reports for the validation of 18 Week pathways to identify RTT data irregularities.
To be a key stakeholder for the implementation and roll out of data capture systems and play an active role in proposing and adjusting the associated policies and practices.
To establish and maintain effective tracking systems for patient pathways and the collected data on to the Trusts RTT recording systems as appropriate in a timely and accurate manner
Responsible for liaison with key clinicians, nursing, managerial and administrative staff from within the Trust and commissioners and referring organisations to collect accurate clock starts, stops and tertiary data sets and to provide stage of pathway information. This may involve contentious discussions.
To have autonomy to investigate and proactively manage patient pathways in liaison with service managers to ensure that patients are treated within the national RTT targets.
To be guided by the principles and broad operational framework of the Trusts RTT Access Policy but able to apply significant discretion to work within its parameters
To support the Head of Elective Access and service managers in identifying, reporting and resolving RTT data collection issues in order to achieve a high standard of quality and completeness of RTT information.
To ensure patients receive treatment within nationally prescribed timeframes and identify and record accurately the reasons for any breaches of the 18 Week standard.
To plan and organise own work schedule, demonstrating good time management and ensuring anticipated difficulties in meeting deadlines are reported promptly.
To attend relevant meetings and represent the 18 Week Data Quality Team as requested
To inform the on-going process of adjustment and training for all Trust staff in issues relating to RTT and to participate in planned trust-wide training events to meet the needs of the service
To develop and maintain effective working relationships with colleagues and other staff groups within the Trust and external organisations, ensuring that a professional, efficient and courteous service is provided.
To provide direct support and guidance to front-line staff on routine data collection issues and act as an expert and central point of reference for interpretation of externally published RTT guidance.
To ensure confidentiality and security of data in accordance with organisational requirements and in line with the Data Protection Act
The above duties require the use of a computer for the majority of the day.
To undertake any other duties appropriate to the grade.

At least three years relevant NHS experience
Basic knowledge and understanding of RTT principles including RTT pathway measurement
At least three years experience in the use of Patient Administration Systems or other health information systems
Logical reasoning and data analysis skills
Ability to interpret and apply guidelines under pressure and meet tight deadlines
Good keyboard skills with 2 years Microsoft Excel and Word use
Demonstrable skills in managing and prioritising own workload.
Ability to offer suggestions for service improvement and development of new processes
Qualifications & Experience
Experience of data handling, including sourcing, collection and inputting on PAS
Good working knowledge of Trust case notes
Previous outpatient/admission co-ordinator/medical records experience
