Job summary

South West London Procurement Partnership was established in 2021 to provide procurement services to our customers and patients across South West London. We look after over £1.4bn of non-pay spend for 5 organisations, c.30,000 customers and ensure that over 1m patients get the goods and services they need to be provided with excellent care. SWLPP manages the provision of all goods and services. Our aim is to ensure that our customers get true value for money in a compliant, sustainable and innovative way - by providing strategic category and contract management expertise, logistics and data analytics. We are at the forefront of ICS procurement development and play a key part on the shaping of the national procurement agenda.

We are recruiting for a Head of Commercial Procurement to manage the implementation and development of procurement services for SWLPP to support the strategic approach to Non Clinical Category and Contract Management

Main duties of the job

  • To manage the development and delivery of Contract and Category Management - focusing on the Non Clinical areas of spend: IT & Digital, Estates and Facilities and HR and Corporate Services.

  • To ensure relevant policies and procedures exist and are applied in order to ensure proper governance of procurement across SWL. Minimises risk and maintains compliance with all current and incoming legislation.
  • To act as a point of escalation and resolution for the category and contract teams, deputising for the Director and Deputy Director where required

  • To lead on negotiations of complex, high value contracts for the procurement of capital and consumable items where required.

  • To take professional responsibility for all aspects of Category and Contract management within responsibility across the Trust.

  • To undertake audits and assurance of procurement processes and savings delivery working alongside and in partnership with the Head of PMO.

  • To manaqe and develop the implementation of Category Management processes within the Trust and develop the procurement and supply chain function to ensure the provision of the best possible service to the Trust, measured by procurement and supply chain efficiency and cashable and non-cashable savings.

  • To help coach and develop the category and contracts teams to be commercially astute procurement professionals
