Job summary

The Trust Medical Devices Decontamination Manager is organisationally and managerially responsible for the effective and technically compliant provision of the Sterile Services (HSDU) department and contributes to the strategic planning of decontamination services.

You will be responsible for the implementation, internal audit and review of the decontamination management system in accordance with ISO 13485:2016, and 93/42/EEC Annex V 3.2 (sterility aspects only) under Article 12.

Main duties of the job

You will be responsible for the implementation, internal audit and review of the decontamination management system in accordance with ISO 13485:2016, and 93/42/EEC Annex V 3.2 (sterility aspects only) under Article 12;

You will provide expert leadership and specialist advice for decontamination services and medical devices.

Will lead change processes and possesses the training, knowledge and skills to influence change, including project management.

The post-holder will deputise for the Decontamination Clinical Lead.

Job responsibilities

Key Result Areas & Performance:

  • To be the operational Sterile Services (HSDU) management lead for the Trust;
  • To be accountable in ensuring the sterile supplies service is provided within the agreed budget and quality targets set by the Trust and to meet external ISO quality standards;
  • Ensure the Sterile Services departments maintains all the requirements laid down in Department of Health Guidance (HTM01-01) and that all decontamination records are stored and maintained for future requirements;
  • To be the main Administrator responsible for the electronic tracking and traceability system in Sterile Services, liaising with the system supplier on its maintenance and development;
  • Ensure consistency of approach, share good practice and develop contingency plans as required;
  • Provide professional leadership and advice to staff working in the Trust on all areas of decontamination and develop relationships within client and stakeholder groups;
  • Review and monitor standard operating procedures, department and other procedural and policy documents to ensure they continue to deliver optimum, cost effective, quality-assured services;

  • Be responsible for and implement local departmental policies ensuring their compliance with international, European and National guidance and standards;
  • Contribute to Trust-wide policies and procedures to ensure decontamination of medical devices meets all applicable guidance and standards;
  • Establish and implement an effective and robust communication strategy with any future service provided and set up performance management arrangements;
  • Manage the internal communications to ensure the Directorates across the Trust are kept fully appraised of the developments of the decontamination programme and the impact that any organisational change will have on service delivery;
  • Act as the Trust Advisor on all Sterile Services issues;
  • Develop and implement effective working relationships with all clinical departments to ensure good liaison on decontamination issues and audit;
  • Liaise with other related disciplines on Sterile Services to ensure a co-ordinated and integrated approach is adopted; key departments will include Microbiology and Infection Prevention & Control, Health and Safety, Estates and Facilities and Procurement;
  • Ensure that all clinical and non clinical risks associated with both the technical operations of the service and those faced by staff in the departments are effectively managed;
  • Ensure the Trust is kept up to date with the latest guidance and recommendations on Sterile Services;
  • Monitor and report on all Sterile Services incidents working closely with the Trust Decontamination Clinical Lead and Infection Prevention & Control team;
  • Provide regular complex decontamination compliance reports to the Trust Decontamination Action Group on areas requiring improvement and to identify any risks related to decontamination in liaison with Health and Safety and Infection Prevention & Control;
  • Assess and provide other complex specialist advice to the Trust Decontamination Manager on the use and decontamination of equipment used on high risk patients including Creutzfeldt-Jakob Disease (CJD);

  • Conduct retrospective decontamination audits when required.

Financial:

  • Management responsibility for Sterile Services department budget ensuring all financial and operational targets are met;
  • Identify commercial opportunities for sterile services and negotiate contracts/Service Level Agreements with external customers both within and without the NHS;
  • Participate in tendering processes and manage purchase of Sterile Services equipment;
  • To develop business systems within Sterile Services to demonstrate the departments contribution to the financial health of the Trust and best value service;
  • To develop and present productivity reports from the Sterile Services departments systems;
  • To work to a 5 year business development plan/strategy for the Sterile Services department;
  • Along with Trust Procurement, Finance and Estates & Facilities senior management, monitor all contractors/suppliers providing services to Sterile Services, including the Logistics contractor and consumables suppliers.

Qualifications and Training

Essential

  • Relevant degree level qualification or work experience supported by post graduate qualification.
  • To have or be working at the level of Masters Degree
  • Membership of the Institute of Decontamination Sciences or equivalent relevant professional body

Desirable

  • NVQ Assessor.
  • Membership of the Institute of Quality Assurance.
  • In possession of Audit Training Certificate and/or implementation of Quality Standards Certificate.

Experience

  • Significant experience of managing or supervising the production of medical devices within a Sterile Services Environment
  • Project management experience.
  • Experience in change management processes.
  • Experience of quality systems and auditing procedures.
  • Experience of contract management useful.
