Job summary

The South East Genomic Medicine Service (SE GMS) is seeking a Programme Manager to provide comprehensive operational and programme management across our programmes to embed equitable access to genomic medicine in South East England. It is an exciting time to join this innovative field as genomics gathers pace in all areas of medicine, delivering better and faster outcomes for patients. The post holder will create meaningful impact in cutting edge genomics services in the NHS, working on regional and national change programmes.

The post oversees the PMO and leads the development of a range of integrated change programmes across our strategy, responsible for project management across the life cycle, including pathway redesign, equity of access improvement, education and workforce development.

You will need a track record in NHS service or programme management, with knowledge of improvement methodologies. You will be a self-starter with exceptional drive who takes a flexible approach in responding to changing demands. You will be passionate about team culture, supporting a positive working environment and developing and motivating your teams to maximise delivery. You will work with clinical leads and multidisciplinary teams across the region to achieve common goals, so a track record working across organisational boundaries to establish collaborative relationships will be an asset, as will experience in genomics, clinical genetics services, or a related knowledge set.

Main duties of the job

The South East GMS Programme Manager will work across a wide range of improvement projects to support genomic service development. They will lead the PMO in the planning and delivery of our programmes of work within a robust programme management framework and working with the broader programme team to drive the delivery of the GMSA business plan and transformation projects.

They will maintain oversight of workstreams, ensuring visibility of progress and risk among senior leaders, and will need to deploy creative and data driven solutions to deliver the benefits of genomics across mainstream care. Programme evaluation, benefits realisation, and demonstrating value will be a core focus for the role, with sufficient evidence generation for robust business case development to support the transition of service changes in to business as usual.

The post requires collaborative working with clinicians, health professionals, and patient representatives to ensure anticipated benefits are fully realised. The post holder will work with senior leads across NHS organisations, academia and industry organisations to develop partnership working for mutual system benefit and to diversify income streams for the GMS.

It is expected that the programmes and projects managed by the post holder will change over time as the portfolio of work changes, including the development of emerging structures and partnerships in response to rapid developments in national genomics strategies and programmes.

About us

Together, 7 Genomic Laboratory Hubs (GLH) and Genomic Medicine Service Alliances (GMSA), with 17 regional clinical genetics services, across England form the national NHS Genomic Medicine Service. The South East GMS comprises the South East GLH and South East GMSA, covering South London, Kent, Surrey and Sussex regions.

We jointly deliver standardised genomic testing pathways in accordance with the National Genomic Test Directory and support the systematic embedding of genomic medicine in to routine care. Our aim is to reduce unwarranted variation and make demonstrable improvements to outcomes for our patients by ensuring their clinical care fully benefits from advances in genomics. We do this by supporting the systematic implementation of genomic medicine into routine care in line with the NHS genomics strategy and Long Term Plan.

To support our regional work, we have a critical role in facilitating strong collaborations across disciplines and specialties, professionals and patients, and by providing clinical leadership to enable the multi-professional workforce to use genomics safely, effectively and efficiently.

The SE GMS is committed to addressing the health inequalities and inequitable access to genomic medicine services. We will support this work by appointing a team that represents the diversity that exists across our region, strengthening our links with primary and secondary care, and ensuring that we have strong patient representation across all our programmes.
