The Health Innovation Network's Insights team is looking to recruit an Evaluation Manager with the passion and drive to support south London's health and care organisations in delivering positive change through innovation.

The main purpose of this post is to support the Insights team at the Health Innovation Network to manage the design and delivery of large and complex mixed methods evaluations for locally and nationally commissioned work within health and care. The role will require experience of working with quantitative data, qualitative data, and ideally health economic data. However, this role has an emphasis on expertise and experience in quantitative methods (i.e. the design, collection, analysis and reporting of quantitative evaluations).

Main duties of the job

The post holder will be responsible for leading the design and delivery of high quality, large and complex mixed methods evaluations for the HIN's nationally and locally commissioned work. This will include undertaking data collect, analysis and reporting to evaluate the impact of service transformation in health and care using mixed methods approaches. However, the successful candidate will require strong expertise and experience in quantitative methods (compared to qualitative methods). They will work closely with the Head of Insights, Senior Evaluation Managers and Lead Analyst to develop and deliver the HIN's work on evaluation. The post holder will be expected to provide expertise on issues relating to evaluation throughout the HIN, to member organisations across south London and regional/national partners. They will support work to expand the HIN's commissioned evaluation work, which will include helping to produce proposals and bids to secure fee-for-service work. A particular area of expansion for the HIN and its members is the evaluation of digital innovation and health inequalities.

Advisory and analytical

  • Lead the design, delivery and management of high-quality evaluations
  • Lead the data collection, analysis, interpretation and reporting of a range of data types (i.e. qualitative, quantitative and health economic data). However, the emphasis will be on quantitative data collection and analysis methods

  • Provide expert advice to colleagues in the HIN, ARC and member organisations (e.g. ICBs, NHS trusts) on the methodology of evaluating the impact of health innovations. This will involve communicating highly complex information to people both with and without specialist knowledge in evaluation
  • Develop and deliver specialist training sessions, resources and tools on evaluation to build the capacity and capability of colleagues (in the HIN and member organisations) to undertake evaluations
  • Working collaboratively with HINs analysts
  • Track progress and performance through a quarterly highlight report to the HIN Exec team

Management and leadership

  • Delegate, supervise and provide line management to junior colleagues (where appropriate)
  • Liaise with and managing key strategic relationships with external commissioners and stakeholders (e.g. ICBs/ICSs, NHS trusts, clinicians, senior managers)
  • Represent projects at internal and external events, including client workshops/events, conferences (as required)
  • Establish and manage systems and processes for collating and storing information on HIN evaluations, to share learning from across a range of different services and sites to support further implementation of HIN-related innovations
  • Develop and revise systems, processes and policies to support the delivery of high-quality evaluations
  • Contribute to the planning and development of the HIN Insights team priorities and strategic direction
  • Contribute to developing and expanding the HINs commissioned evaluation work
  • Where appropriate, deputising for the HINs Head of Evaluation

Information Governance

  • The post-holder will be required to handle patient-level data. Ensure compliance with all Information Governance requirements and provide advice to others regarding handling of data for research and evaluation purposes.

Special Requirements

  • The post-holder may on occasion be required to work irregular hours in accordance with the needs of the role. They will routinely be expected to travel across south London to meet with member organisations, project stakeholders and others. They will also be required to travel occasionally further afield across the UK.
