Job summary

We are looking to appoint a Senior Supplier & Contracts Manager on a permanent basis to join our Data, Technology and Information Sourcing team.

This is a highly visible role reporting to the Director of Sourcing, with responsibility across the Guy's and St Thomas' NHS Foundation Trust (GSTT).

Main duties of the job

Key accountabilities include:

  • Manage and develop supplier contracts and commercial relationships.
  • Act as the specialist Commercial Contract professional within DT&I (Digital, Technology and Information) for the Trust.
  • Provide professional procurement and strategic contracting services and advice to the organisation.
  • Establish and maintain contract management strategies, policies, and procedures which comply with the general principles of 'equality of treatment' and 'transparency' set out in the Public Procurement Regulations. To interpret the Public Procurement Regulations and provide legal guidance to the Trust on specific procurement issues as and when required.

The role will cover software, infrastructure, hardware and professional services categories of spend and involves significant engagement with key stakeholders at all levels of the Trust.

The post holder must have experience in a senior procurement/contracting role, and will need to be a forward thinking self-starter with demonstrable experience of delivering substantial cost efficiencies through savings and avoidance.

About us

Digital, Technology and Information (DT&i) Sourcing is a team of circa 20 individuals working into the Director of Technology Sourcing. The team source and provide technology and services to the majority of the South East London Hospital Trusts and the Integrated Care System. The team is lean and agile, works with leading edge clinical technology and has supported the full implementation of the Electronic Health Record across the SEL Hospital groups.

  • Educated to bachelor's degree level or equivalent qualification with equivalent relevant technical knowledge, skills and experience
  • Membership of the Chartered Institute of Purchasing and Supply (or other similar specialist procurement professional organisation)

Experience

  • Extensive senior procurement experience of multi-million portfolio management, complex contract negotiation at an advanced level and a demonstrable track record of achievement.
  • Demonstrable experience of managing at a senior level, motivating and developing small teams and able to lead teams to achieve common objectives

Skills

Essential

  • Working experience and competencies developed in the Health Technology/Digital Health sector with demonstrable insight into technology and technology-related services contracts.
  • Specialist technical knowledge in the field of purchasing and contracting including the Statute Public Procurement Regulations, the Trust's Standing Financial Instructions, an overview of VAT regulations applicable to non pay expenditure, Purchase Price Cost Analysis techniques, and through understanding of sales/marketing practices.
  • Ability to understand and define most critical issues and develop methodologies for collecting and analysing relevant data.
  • Ability to analyse and model on a like-for-like basis alternative supply options, building in whole life costing, resource implications, and budget constraints.
  • Ability to make recommendations to Senior Management on the best value supply route taking into consideration a combination of conflicting and diverse cost and qualitative factors, internal and external stakeholders and the strategic direction of the Trust
  • Ability to design and create spreadsheets to model the cost impact of alternative options
  • Highly developed analytical skills - able to review complex processes and recommend appropriate changes to improve efficiency. Able to analyse complex financial information to identify areas requiring further investigation
  • Able to interpret statutory and DOH guidance and recommend necessary actions
  • Able to work on a number of projects or pieces of work simultaneously and deliver to agreed deadlines
