Job summary

The Deputy Head of Information Delivery is a critical role in managing both the delivery of the trust's statutory and mandatory performance and activity reporting requirements, and leading on the development and improvement of our internal operational reporting offer to services.

You will lead 3 information teams supporting Acute & Community information as well as a dedicated reporting development function. You will ensure all teams have appropriate processes in place to manage reporting requirements, data quality and team members have appropriate skills and access to necessary information sources and tools.

You will represent the trust at both regional and national levels as operational reporting lead, and contribute to shaping new information and reporting requirements. As the trust reporting lead you will review all new internal and external requirements and working with the Head of Information Delivery ensure that the trust has appropriate data collection and reporting process in place, highlighting as appropriate to the trusts management team risks to delivery and supporting the identification and management of data quality issues.

The post holder will also be the GSTT reporting lead to the Apollo program for the deployment of the Epic information system. Working with the deployment team to ensure all of the trusts reporting requirements are appropriately covered at go live.

Main duties of the job

The post holder will be responsible for managing 3 information team's covering all operational and statutory reporting for both the community and hospital services undertaken by the trust. This includes leading on trust level reporting for performance and activity with our recently merged Royal Brompton and Harefield clinical group.

The post holder will support operational management, Performance and Planning and Elective Assurance teams with high quality routine and ad hoc reports, information management and analytical expertise.

You will be an enthusiastic and knowledgeable NHS Information professional with a strong drive to improve the use of information for Clinical & Operation Management. To succeed in this role you will need:

  • Extensive knowledge of NHS data structures and operational reporting requirements.
  • Excellent communication skills, able to communicate complex information to technical and non-technical audiences.
  • Have broad knowledge of reporting technologies and tools relating to data extraction, manipulation, presentation and the ability to provide support and training to team members in their use.
  • A good eye for detail and a passion for process improvement and design.

Key Relationships

The role requires a high degree of co-operation between the Information delivery and the broader Health Informatics team. The role requires a significant amount of engagement with clinical, operational and executive leads within the trust, and liaison with external partners from sector, regional teams and other NHS trusts.

The role holder will be required to provide technical representation for the department in external meetings with operational services and external partners to provide consultancy and analysis, gather requirements, or negotiate and agree actions, specifications, and timescales.

The role requires the ability to present complex and specialist subject matter to technical and non-technical audiences confidently and clearly up to and including senior manager and executive levels as required. The ability to represent the wider organisation, the Informatics team, and the Head of Information Delivery in internal and external fora is required.

Duties and Responsibilities

The post holder will be responsible for managing 3 information teams covering all operational and statutory reporting for both the community and hospital services undertaken by the trust. This includes leading on trust level reporting for performance and activity with our recently merged Royal Brompton and Harefield clinical group.

Operational

The post requires the holder to plan and organise broad range of complex activities and projects which impact across clinical and non-clinical areas, information products, technical infrastructure, or information flows.

The post holder will be required to assess and interpret organisational and external policy and the impact this may have on products, systems and processes to provide expert advice on the response to changing processes and priorities. The post holder will be required to determine both the appropriate technical and operational strategy to meet changing requirements.

This will involve the definition and implementation of information management and operational policies within the service and for the wider organisation.

Reporting Management

Lead for the trust on national returns and submissions relating to operational performance activity, including but not limited to RTT, theatres, diagnostics and Community Services, in line with current National definitions, standards and ISNs, Ensure teams have appropriate process and controls in place to manage the data quality and timeliness of returns.

Review all new and amended national & local requirements, working with the Head of Information Delivery ensure that the trust has appropriate data collection and reporting process in place, highlighting as appropriate to the trusts management team risks to delivery and supporting the identification and management of data quality issues.

Represent the trust at both regional and national levels as operational reporting lead, and contribute to shaping new information and reporting requirements.

Manage & develop the trusts internal operational reporting framework for acute & community. Working with operational, clinical & information colleges to design & maintain and internal reporting framework supporting the full range of services managed by the trust.

Provide expert advice to the Trust on all definitional and policy issues relating to Acute & Community information and pathway management.

Staff Management

Managing 3 direct reports and an overall team of 14, the post holder will be responsible for the management, technical support and training of the team.

The post holder will be expected to provide technical guidance and training to others within Health Informatics and across the organisation in areas of special expertise to facilitate knowledge sharing and development.

Financial and physical resources

The role holder is responsible, with the Head of Information Delivery, for the monitoring and management of the service budget of approximately £1 million.

Where necessary the post holder will be responsible for the negotiation and management of project finances, ensuring that projects run within agreed budgets and escalating issues where these arise.

Research and Development

The post holder will be expected to maintain and extend their knowledge and expertise, learning new skills as required and staying abreast of development in NHS data structures and reporting requirements.

The post holder will be expected to research best practice, interpreting relevance of this to the Trust, and identifying practice which could be implemented to achieve improvements.

The post holder may be required to research user experience, conduct surveys, capture service metrics, and analyse the results to support a process of continual improvement to give benefit to users and the trust as a whole.
