General Manager - Heart Directorate (Royal Brompton)
Responsible for:
Directorate Staff and Clinical Care Groups covering:
- Cardiology
- Cardiothoracic & Vascular Surgery
- Critical Care
- Scheduling, Administration and RTT teams
Main duties of the job
To lead, with the Hospital Director, Divisional Director/Deputy Medical Director and Lead Nurse the clinical, financial and operational performance of the Royal Brompton Heart Directorate, ensuring the efficient delivery of services and that day-to-day management responsibilities are effectively assigned and discharged. In leading the Directorate, to ensure that budgets are met and Trust-wide objectives supported. Additional duties outside the Directorate are detailed in the relevant sections below.
To be responsible for the continuing development and overall performance of all staff in the Directorate.
To play an important role in the ongoing strategic development of the Directorate and the wider Trust as a member of divisional and Trust-wide management teams.
To initiate and foster service improvement and lead transformation projects to improve service quality and efficiency.

Main tasks & Responsibilities
Patient/customer care (both direct and indirect)
- To ensure all team members have a voice in the development of the Directorate's services to patients/customers
- To maximise the potential of all team members
- To manage the Directorate so that patients and carers have a seamless journey through the organisation
- To be responsible for ensuring a full and timely response to all complaints made about the services provided by the Directorate, and to ensure that lessons from these complaints are learned and disseminated to promote service improvement.
- To act as an ambassador for the Trust at all times with patients, carers, visitors and external partners
- To be accountable, with the Hospital Director and Deputy Medical Director/Divisional Director, for the quality of clinical services in the Directorate
- To be responsible for waiting list management and scheduling to meet patient needs
- To participate in the Senior Manager on-call rota, providing 24-hour senior management cover for both hospital sites
Policy Development
- To ensure that national and other targets applicable to the Directorate are met.
- To interpret and implement NHS and Trust policy as it applies to the Directorate
- To take responsibility for any polices required in the Directorate
- To participate in Trust-wide strategy and policy development
- To facilitate the development of clinical guidelines, protocols and patient-related policies in partnership with clinicians within the Directorate.
Service Development
- To work with the Divisional Director and Hospital Director in the annual planning process, including
- involving all staff in the business planning and budgeting cycle, ensuring that plans are communicated and understood;
- preparing for regular reviews, ensuring all information is provided, including financial, activity, workforce
- to ensure that workforce planning and training and development needs are incorporated into all service planning
- To support the Divisional Director and Hospital Director, with strategic planning for the Director, working with other colleagues as appropriate
- To lead process improvement activity within the Director
- To participate in relevant external networks to secure referral patterns and improve the patient journey and efficiency
- To collaborate with referring hospitals in the development of partnership and outreach services where appropriate
People Management
- To ensure that staff development and appraisal is undertaken throughout the Directorate and, in particular, personally undertake this process with department heads. This includes:
- ensuring that an appraisal timetable for the Directorate is in place and monitored
- ensuring that all staff have personal development plans
- To manage employee relations issues within the Directorate, and ensure that Trust policies and procedures are adhered to and all issues dealt with in a timely and consistent manner, including the management of sickness absence
- To chair disciplinary hearings as required including those involving staff outside the Directorate
- To lead the recruitment process for direct reports as required
- To develop workforce plans for all relevant professional groups
- To monitor HR performance indicators (sickness, turnover, vacancies, temporary staff usage) and take corrective action as necessary.
Communication
- To maintain effective communications within and between Directorates; similarly to maintain a good communication channel between the Directorate and corporate services and Directors
- To be an active member of the Directorate Management Team, ensuring that Trust-wide and Directorate interests are pursued.
- To recognise corporate issues and either deal with them or bring them to the attention of the appropriate colleague
- To represent the Trust externally and negotiate on behalf of the whole Trust when required
Resource Management
- To establish systems and practices within the Directorate which deliver agreed clinical, academic and financial performance, including:
- managing budgets to ensure that all financial targets are met
- managing activity against targets
- supporting clinical staff with clinical governance initiatives
- ensuring the Directorate meets national performance targets and standards
- ensuring that the Directorate has robust risk management arrangements that are in line with Trust policy
- ensuring the Directorate complies with Standing Financial Instructions, including those related to procurement
- To establish and maintain the Directorate as a functional management group and deliver services to activity and budget targets, including:
- holding regular team meetings to ensure that issues are communicated and discussed with all occupational groups.
- agreeing and meeting budget targets with the assistance of the team
- monitoring activity and to put in place measures to correct any variances
- leading contract negotiations were applicable and to represent the interests of other Directorates where necessary
Information Management
- To actively support and promote compliance with Information Governance requirements
- To manage the quality and safety agenda through appropriate team managers
- To ensure that Clinical Governance systems and recommendations are adhered to
- To be responsible for the timely and accurate capture of clinical and management information relating to Trust activity within the Divisions using corporate information systems
