The Health Innovation Network's Insights team is looking to recruit a Lead Health Economist with the passion and drive to support south London's health and care organisations in delivering positive change through innovation.

This is a new role and the main purpose is to help to develop and lead the Health Innovation Network's work on health economics for locally and nationally commissioned work. You will be responsible for developing economic evidence for innovation (such as digital health technologies) within real world health and care settings. This includes developing models to assess the cost effectiveness of interventions; producing budget impact models; and supporting decision making and resource allocation across the health and care system
Main duties of the job
You will have a key role working within a specialist team of analysts and mixed-methods evaluators/researchers and report to the Head of Insights. Your key responsibilities will include:
- Leading the Health Innovation Network's work on health economics
- Developing logic models and evaluation frameworks including mixed method approaches to evaluate innovation, such digital health technologies
- Generating evidence to inform the adoption of innovations
- Providing advanced health economics and analytical services to clients
- Designing and delivery health economic models that are accessible and useful to commissioners, providers and innovators in health and care
- Selecting and applying appropriate analytical techniques and methodologies (e.g. statistics, epidemiology, econometrics etc.)
- Using real world data to inform evaluations by analysing, synthesising and presenting data extracted from health and social care databases
- Business development, including developing proposals and bids to meet client project briefs for new business opportunities and services
- Developing HIN's in-house capabilities and capacity (e.g. training and development) on health economics
- Managing staff via project matrix management and/or line management

The HIN is the Academic Health Science Network (AHSN) for south London, one of 15 AHSNs across England. We work across a range of health and care services through each of our clinical and innovation themes, to transform care in diabetes, patient safety, mental health, cardiovascular and healthy ageing and to accelerate innovations into the NHS. AHSNs help mobilise the value that the NHS can add as an economic asset to the UK economy. The post holder will undertake the following duties:
Health economics function
- Select an appropriate health economic approach, design and development of transparent and user-friendly economic models such budget impact models, cost-effectiveness models
- Develop logic models and evaluation frameworks including mixed method approaches to evaluate medicines and technologies such as medical devices and digital health solutions
- Support the delivery of health economics services to both public and private sectors
- Perform systematic and targeted literature reviews
- Undertake health economics outcome research studies including the syntheses of evidence e.g., perform meta-analyses
- Analysis, synthesis and presentation of data extracted from health and social care databases (real world data) to inform models (e.g., budget impact, CEA)
- Develop study design, development and implementation across a variety of therapeutic areas
- Provide training and share knowledge on areas of expertise internally
Strategic development
- Support the organisation to deliver its values, vision and mission, both for the Insights team and across the Health Innovation Network as a whole
- Operate in line with HIN/GSTT information governance policies and other relevant legislation, and design policy in accordance with this

- Lead and support high quality projects, ensuring they are delivered on time and budget, ensuring every client has an outstanding experience of collaborating with the Health Innovation Network
- Work with clients, project sponsors and other stakeholders to structure problems, taking account of the wider business and policy contexts and the differing perspectives of stakeholders.
- Understand, analyse and resolve complex client problems or disputes in a professional manner
- Provide horizon-scanning and pre-empt issues before they occur
- Create and monitor the budget for projects and work-areas where accountable and contribute towards this for other projects. Ensure that resources are used efficiently and any deviation to the budget is communicated internally and to clients
- Develop proposals to meet client project briefs including resource requirements, cost estimates and timescales and contribute to the development of new business opportunities.
- Develop project plans to ensure all aspects of the project run to time with appropriate input and consultation. This includes tracking actions, ensuring systems in place to follow up and ensure completion as agreed, keeping a risk and issues log covering all aspects of the project and flag issues to the steering group and workstreams for resolution
- Manage team member either through direct line management and/or as part of a matrix working model.
- Appraise and quality assure the analytical outputs from the team.
- Working with commissioners, managers, and local teams to identify and support organisational changes as needed for successful project delivery.
- Working with the Programme Director to oversee and support the set-up of user groups and task and finish groups and encourage staff from all sectors to get involved in developing network projects

Performance Management, Quality and Governance
- Ensuring the Health Innovation Networks support in pathway/service redesign includes a strong focus on quality, including patient safety, infection control and other quality requirements
- Working with the colleagues within the Health Innovation Network (such as Programme Director, Clinical Leads, informatics team) to design performance measurement and scorecards for the projects to demonstrate value for money which meet internal management and commissioner requirements
- Working with the IT team, ensure that IT systems are in place which support performance measurement requirements and clinical system requirements
- Working with the Programme Director and stakeholders to ensure the new services and pathways link in with all appropriate governance requirements and policies eg risk and incident management, information governance
- Developing and implementing project plans to evaluate the effectiveness of any new services and ensuring that performance measurement is in place to support the evaluation
Partnership Working & Communications
- Communicate and present our work to a specialist and non-specialist audience, ensuring our key messages are understood and helping build our reputation
