Job summary

To deliver a strategic procurement service for all participating Trusts. Lead on a category specific portfolio of projects/programmes and produce significant results within key markets, ensuring contract compliance, sustainable cost improvements, and a range of benefits in the delivery of enhanced patient/client care.To develop strong customer/stakeholder relationships in order to meet customer requirements by demonstrating best value for money, compliance with category priorities and contracts, and by actively managing the market place through taking the lead in the development of key strategies for supplier and contract management.To support the Category Director and category team in the development, maintenance and effective delivery of a Category Strategy that delivers high value cost and efficiency savings and benefits across a large number of Trusts.Uses robust data to research needs, analyse current spend within category and develop the business case to support the overall procurement strategy for NHS LPP.

Main duties of the job

Delivers Procurement StrategyResearches needs and complexities, plans and develops a viablebusiness case for the pursuance of procurement projects in line with defined priorities for service improvement.To implement procurement strategy and lead on assigned areas of thestrategic plan and ensure that performance management systems are focused and utilised effectively to create the business case, meet governance requirements and achieve goals.Ensures that local, regional and national procurement plans are integrated with category management.To consistently meet procurement targets relating to quality, value and innovation.Ensures that key performance objectives are identified and strategies are in place and inform plans to enable procurement performance to be monitored across the health economy.Optimises contract compliance across all NHS LPP shareholders / stakeholders of all the national, LPP and local contracts.Ensures all procurement activities operate in full accordance with legal(EU legislation), environment and sustainability requirements.Maintains an awareness of and integration with national procurementinitiatives, undertaken across the NHS landscape.Identifies and manages risk throughout the procurement process.Prioritises work in relation to overall strategic framework of NHS LPP and its relationship to the NHS Operating Framework.Makes commercial decisions and presents plans and recommendations to key decision-makers and influencers at senior management level.

Do you have extensive Workforce knowledge/experience, Temporary Staffing background the ability to work with internal, external and partner organisation stakeholders

This role is key to driving savings and revenue generation activity, as the category strategies and plans will be instrumental in attracting new customers and maximising uptake to NHS LPP contracts both regionally and nationally.

The role will require an ability to work alongside both external operational teams as well as senior level stakeholders on a regional and national basis to drive collaboration and provide strategic Workforce procurement expertise.

Along with significant senior procurement experience in a procurement and supply chain role, that includes HR / Workforce / Contingent Labour, you will be able to demonstrate experience in strategic sourcing and category management. Significant supplier management and contract negotiation experience along with a record of achieving substantial value for money will also be key to success.
