Job summary
The post holder will be responsible for the support and development of building services estates capital programmes to ensure they are addressing key risks and integrated with heat decarbonisation aspirations. They will ensure the programme is progressive and responsive to external and internal demand and that associated capital interventions are designed to be: patient focused, safe, efficient and effective.
A key element of the role will be to lead the Trust's strategic approach to Heat Decarbonisation, ensuring all infrastructure plans and investments are aligned with national Net Zero policy, NHS sustainability frameworks, and statutory requirements. The post holder will work closely with regional and national partners to influence and secure external funding opportunities, position the Trust as a leader in sustainable estates management, and ensure capital interventions contribute to long-term decarbonisation objectives. They will also ensure that decarbonisation priorities are embedded within business cases and investment strategies, enabling the Trust to deliver a resilient, compliant, and future-proofed estate.
Main duties of the job
Advise Head of Capital Estates, and Estates Director, of any concerning or problematic areas, including non-compliance with statutory or mandatory regulations.
Work with Estates Operational Teams, Information & Governance Team and associated APs and AEs to develop & implement engineering policies, procedures and service reviews and align to any decommissioning / commissioning documents to support estates capital delivery processes for both backlog and wider strategic capital programme.
Embed heat decarbonisation and sustainability objectives within the design and delivery of all programmes, ensuring alignment with NHS Net Zero, national energy policy and statutory requirements.
Identify and promote opportunities for low-carbon technologies, energy efficiency and sustainable design within backlog and capital programmes, securing and leveraging external funding where available.
Manage and monitor, using complex programme management methodology for reporting on performance, risks, issues, timing, quality and benefits realisation.
Ensure programme is reporting through appropriate governance framework with monthly reports that are accurate, on time, quality and cost.
Monitors and manages the Estates Capital Management Control Plan, demonstrating the progress of all capital schemes and that target dates are being achieved.
