Job summary

The Associate CSO will be responsible for DCB0160 and DCB0129 compliance across a range of digital projects, fulfilling the CSO obligations as defined by the standards. The Associate CSO will be responsible for maintaining professional registration and professional development.

Main duties of the job

To Undertake CSO responsibilities for delegated sub-set of projects, including:

- Clinical Risk Management Plan approval.

- Hazard Log approval.

- Clinical Safety Case Report approval.

Represent digital and SFT in the capacity as CSO during key project and/or programme meetings and other stakeholder engagement events.

Produce CSO recommendations and present at levels up to and including project and programme boards.

Engage with stakeholders that are resistant to working within the defined clinical risk management system.

Work under the oversight of the CSO and/or deputy CCIO.

Escalate any concerns regarding unacceptable risk to the CSO and/or Deputy CCIO.

As associate Clinical Safety Officer for the Trust the post holder is responsible for ensuring the safety of health IT Systems through the application of clinical risk management and adherence to the mandatory NHS Digital Clinical Standards (DCB0129 and DCB0160).

The post holder will oversee the delivery of clinical risk management activities for an assigned portfolio of digital projects. Ensuring that the Trust meets its DCB0160 clinical risk management obligations regarding clinical system procurement, development, implementation, modification and decommissioning.

Job description

Job responsibilities

Work in conjunction with the Clinical Safety Officer (CSO) and Deputy CCIO to deliver and enhance a governance and safety assurance process for clinical digital projects and systems, which will meet the needs of an evolving digital landscape and integrated health system.

Support project teams in the application of safety principles to digital clinical transformation, enabling individuals and teams to build capability.

Develop and maintain clear, integrated communication and escalation pathways between digital clinical safety and programme governance.

Post holder will;

Produce and maintain documented Clinical Risk Management processes and escalation pathways. Providing assurance of DCB0160 compliance for clinical systems deployed, maintained and/or overseen by the Digital Programme or Digital Clinical Safety Group.

Escalate to the CSO and/or Deputy CCIO and appropriate programme leads any unacceptable digital clinical safety risks.

The post holder will ensure that:

Health IT systems safety documentation including Clinical Safety Case Reports and Hazard Logs are reviewed.

Evidence in the Clinical Risk Management File is reviewed to ensure it is complete and supports the Clinical Safety Case Report.

Unacceptable safety risks are escalated to the Digital Programme Board

Projects and systems that have provided the required assurance receive formal clinical safety approval for release.

Post holder will coordinate the collation, analysis and approval of complex clinical risk data relating to Health IT Systems and DCB0160 compliance. Analysing potential clinical risks to ensure completion and updating of:

Clinical Safety Case Reports

Clinical Safety Hazard Logs/Risk Registers

Clinical Safety reports to confirm recommendation to Digital Programme Board whether a Health IT System is safe to deploy.

Provide digital clinical safety support and guidance to departmental and clinical system leads across SFT.

Create positive working relationships with all system users, software manufacturers, management teams and clinical staff. Ensuring appropriate engagement with the clinical risk management and risk mitigation process, identifying, managing and reducing any clinical risk associated with Health IT Systems.

Mentor and support digital project teams in the delivery of clinically safe complex digitally enabled service change.

Support digital and operational teams in evaluating digital transformation options, utilising extensive knowledge and experience in digital to guide safe solution workflow design, ensuring alignment with trust values, vision and underlying strategy.
