Job summary

East Norfolk and Waveney Community Diagnostic Centres (CDC) are located at the James Paget University Hospital in Gorleston, due to open in October 2024, and at the Northgate Hospital site in Great Yarmouth, due to open in June 2024.The role of the Senior Operations Manager is to ensure the smooth running of the CDCs, liaising with the clinical teams, and providing reports on the activity planned and delivered.This is an exciting opportunity to be able to influence the development of the CDCs from an early stage of the programme and to be involved in the activity and pathway planning.In conjunction with the CDC Clinical Lead the post holder will work across organisational boundaries to ensure appropriate services are in place and to deliver national and local strategic and operational service objectives and standards.The Speciality Operational Manager is responsible for ensuring the efficient and effective day-to-day running of the speciality service delivering key quality, performance and financial plans, achieving key service improvements within the speciality service and line managing designated staff.The post holder is a key member of the senior Divisional leadership team and will develop and implement speciality service plans to secure the agreed objectives for the Division and make a positive contribution to delivery of health care across the local health community.

  • To ensure effective working relationships with staff at all levels are developed and maintained
  • In partnership with clinical colleagues ensures that activity, booking/ choice, access and quality targets are achieved having regard for Trust policies and procedures, and to develop action plans to manage any variances;
  • To ensure the achievement of objectives within the CDCs performance framework, ensuring that approved budgets are spent effectively and in accordance with agreed procedures
  • Co-ordinate speciality services / Departments formulation of operational plans ensuring that these contribute to the achievement of Divisional and National plans and are supported by benchmarking and capacity planning models.
  • In liaison with the Business Support Manager ensure that admin/ clinical pathways and procedures are continuously improved to support the delivery of efficient and effective services to achieve and maintain national targets and internal performance measures.
  • To ensure that the environment is one in which excellence in clinical care can be provided.
  • To manage on a day to day basis all operational aspects of the CDC, ensuring safety, quality, maximum efficiency and productivity.

  • To ensure that the availability of services are optimised for the benefit of patients and that appropriate contingency arrangements are made if it is not possible for the CDC to provide normal service
  • In liaison with the Business Support Manager ensure that admin/ clinical pathways and procedures are continuously improved to support the delivery of efficient and effective services to achieve and maintain national targets and internal performance measures.

Business Planning and Financial Management:

  • In liaison with clinical colleagues and the performance and contracting teams, prepare CDC activity and access plans to deliver targets (Division of Medicine and Surgery, 18-weeks & Cancer), identifying the financial and capacity resources necessary to deliver these.
  • In liaison with clinical colleagues and the performance and contracting teams lead the preparation of speciality service plans, which will contribute to the CDC service strategy
  • Prepare the Annual Business Plan for the speciality service and contribute to the development and delivery of the CDC clinical service and financial strategy.
  • In agreement with the Divisional Operations Director formulate an effective and viable business plan for the speciality service, working to ensure that it conforms with the overall Divisional and Trust business plan and takes account of the demand for services from the Trust and local and national trends and developments.
  • Prepare, in conjunction with clinical colleagues and the performance and contracting teams, business cases for all aspects of the speciality services activities, for submission to Divisional Board, Hospital Management Board and NHSE
  • Ensure effective systems for involving patients in planning of services and providing feedback is in place.
  • Coordinate the development of cost and quality improvement plans for the speciality service. Identify cost improvements; manage stock levels, service developments and income generation opportunities;
  • Support the Divisional Operational Director with the development and delivery of cost improvement within the Division / CDC.
  • To be accountable for delegated budgets within the speciality service and ensure the achievement of financial balance
  • Prepare monthly activity and trend reports for the Division and NHSE to enable accurate forecasting of performance against key financial, service and quality targets and standards.
