Job summary
Provide comprehensive managerial support for educational/workforce governance, including financial elements.
The role encompasses working proactively to manage your own workload effectively and efficiently as part of a team, autonomously and with colleagues to carry out a wide range of duties to support the Deputy Chief Nurse and Head of Education. There will also be various responsibilities and deadlines; therefore, given the nature of this post, the post holder may be required to work in a flexible way to respond to work patterns and internal and external deadlines and requests.
The post-holder will support in collating key information and ensuring accurate and timely responses/communication internally and externally; operational reports, trajectories, financial tracking/liaison. This role will have a specific emphasis on supporting NHS England Workforce, Training and Education (NHSE WTE) requirements and the overseas workforce agenda, both within the Trust and in collaboration across the Cambridgeshire and Peterborough ICS.
Main duties of the job
- To support the DCN/HOE in the development of quality services throughimplementation of strategic plans for Education and Workforce for non-medical professional groups.
- Manage the day-to-day interface with NHSE WTE requirements, i.e. the data, trajectories, bids, governance and exception reporting of status.
- To proactively support the DCN/HOE in ensuring effective business planning, operational monitoring and service development across teams.
- To work closely with non-medical teams in the strategic alignment anddevelopment of services including annual objectives and plans, for example continuing professional development (CPD) plans and non-medical student Tariff utilisation.
- To support the DCN/HOE in establishing effective controls and processes whichinclude monitoring to achieve plans.
- To produce investment appraisals for revenue and capital bids as and where appropriate.
- To develop business cases and operational reports as required ensuring thatquality standards are maintained or improved.
- To develop and co-ordinate monitoring of the delivery of business plans,capital programmes, service level agreements and related key performance

- Facilitate meetings, including virtual related to educational/workforce.
- Assist the Deputy Chief Nurse/Head of Education and leads of Department in the development, coordination and production of annual business plans to fit the educational/workforce strategy.
- To support development and implementation of plans e.g. business cases, appropriate benchmarking analysis and monitoring.
- Prepare business cases, investment appraisals and options appraisals for various funding approval groups.
- Prepare external funding bids.
- Work with the Deputy Chief Nurse/Head of Education to produce project evaluation reports as part of the monitoring of planned improvements and benefits realisation from educational/workforce projects.
- Financial responsibilities
- Attendance to various NHSE WTE, HEIs, funding approval groups to support the Deputy Chief Nurse on financial, strategic and managerial aspects of business cases.
- Assist the Divisional Nursing Directors (DNDs) and the Leads of departments in the Care Quality Directorate to develop, monitor and deliver business plans, SLAs and key performance indicators.
- Assist the Deputy Chief Nurse, Leads of service/department to monitor resource requirements.
- In conjunction with the Deputy Chief Nurse / Head of Education, create KPIs for educational/workforce milestones, then monitor the delivery of those KPIs, including presenting and reporting on these.
- Provide support to the Deputy Chief Nurses teams to set annual budget requirements and ensure effective budget management through out the year maintaining effective management processes to ensure financial income and expenditure control across Digital.
- Develop and maintain comprehensive records and database to show compliance with the agreed Continuing Professional Development (CPD) Commissioning Contract and spend against the Investment Plan.
- Liaise closely with Divisional Nursing Directors, Heads of Nursing, Matrons and Ward Managers throughout the Trust, keeping them informed of approaching deadlines and any information relevant to ensuring the CPD contract is fully utilised.
- Have a full understanding of Shared Business Services (SBS) and Trust financial management systems and processes.
- Work closely with the Finance Business Partner regarding requests for invoicing HEI for student placements / young apprentices
- Work closely with HEI partners to ensure timely funding approval for agreed applicants to CPD. The post holder will be required to have knowledge and understanding of the different HEI processes related to accessing CPD. For example, understanding access to portals and website navigation
- Respond to requests made by relevant HEIs to access the Digital Apprenticeship Service (DAS) Account: i.e. to authorise new cohorts, withdraw students, intermit students and authorise re-joining students.
- Work closely with HEIs with regard to signing and returning of documents in relation to Apprentices, which does not feature within organisational development team.
