Job summary

The Performance Manager plays a key role in shaping the performance success of the Urgent & Emergency Care (UEC) and Medicine Divisions and ultimately to optimise care for patients who access our services.

The Business Hub Team supports both UEC & Medicine Divisions and are at the forefront of urgent care and medicine specialties reform, with very demanding service agendas. This pivotal role will provide a wide range of interesting and inspiring opportunities including:

  • Supporting our clinical teams in developing clinical pathways, including digital transformation and service redesign.
  • Developing effective communication systems to ensure that our teams have meaningful and engaging information on progress against service plans.
  • Leading on contractual performance monitoring and improvement.
  • Supporting the delivery of the Division's Cost Improvement Programme through planned care service improvements.
  • Leading on the management and transformation of the Division's Administration functions.
  • Developing and reporting on specialty dashboards.
  • Supporting U&EC transformation projects

Main duties of the job

MAIN DUTIES AND RESPONSIBILITIES

  • The post holder will be responsible for working with senior management and clinical teams, coordinating all patient pathways.
  • In conjunction with the BDM develop specialty performance dashboards ensuring national and local targets are clear and can be regularly monitored to ensure delivery.
  • Lead and develop performance dashboards for Cancer Services and tracking against national metrics, reporting and escalating concerns.
  • To be actively involved with the planning, development and implementation of the secretarial and administration teams, encompassing new initiatives, policies and procedural changes and processes.
  • To work with the BDM to achieve relevant performance targets and to coordinate relevant service development projects for the Divisions' admin functions.
  • Be proactive and effective in the identification and resolution of poor performance in senior administration and secretarial staff
  • To co-ordinate relevant service development projects for the Divisions admin teams.
  • Ensure that data quality remains high and systems are maintained as necessary and report or inform any changes or problems to Data Quality.
  • Proactively investigate and respond to performance administrative process related complaints as required.
  • Receive and analyse data to produce performance reports as required.
  • Line management of the Administration & Performance Coordinators.

Job responsibilities

To develop and monitor systems and processes that can be used as performance management tools and serve as early warning indicators for potential non-compliance with key performance indicators.

Oversee root cause analysis investigations when documenting cancer pathway breaches, RTT breaches and Diagnostic breaches.

Represent Divisions at Trust Data Quality Groups.

Review working practices and processes to prevent repetition of Data Quality errors.

To inform the BDM of changes in practice or workload, highlighting the need for extra resources, thus informing the business planning process.

Maintain knowledge of national and local targets and ensure all staff are aware and are working to national and local policies.

Ensure clinics are set up and amended on the PAS system to reflect consultant leave and rota requirements and they are authorised in a timely way on the Clinic Man system.

Support the BDM with demand and capacity planning for the Divisions services, to assist the Divisions Operations Directors and Divisional Directors in the process of consultant job planning exercises.

Attend and facilitate meetings as required within the role.

Maintain close working relationships and communicate to a wide range of individuals, clinical and non-clinical staff, internal and external to the Trust.

To ensure that administrative and clerical functions are carried out to the highest quality standards by monitoring and improving services.

To develop IT skills as may be required to fulfil the responsibilities of the post.

Attend and contribute to weekly Trust Performance Meeting and Cancer Compliance Meetings, Data Quality Steering Group and to deputise for the BDM at relevant meetings and ensure all the actions are completed in a timely way.

Any other duties which may be required in order to facilitate the efficient and effective running of the Divisions administration and secretarial functions.

To deputise for the BDM as required during absences at relevant meetings, service planning and carry out key presentations as appropriate.

Support the BDM to ensure that the Medical Secretarial / Administration budget is managed effectively and that concerns are escalated in a timely way. Attend regular meetings with finance staff to play a role in financial management and budget setting for final sign-off from the BDM.

Leadership and Staff Management

Ensure own leadership development is current, relevant and within NHS Leadership frameworks

To ensure that all administrative and clerical staff work as an effective team to deliver support to the clinical teams, liaising with other members of the multi-professional team as appropriate.

Take responsibility for the day-to-day line management of the Administration & Performance coordinators.

Manage poor performance in administration and clerical staff and provide support when necessary, following the Trusts appropriate Policies and Procedures.

Conduct investigations as required, in accordance with Trust Disciplinary Policy.

In conjunction with Divisions Operations Managers undertake the recruitment and selection of employees in line with the Trusts policies and procedures, ensuring that equality and diversity is promoted and adhered to.

Encourage the development of senior administration and secretarial staff and undertake their MPAs. Agree personal development plans using the KSF (Knowledge and Skills Framework), identify training needs or areas for improvement. Ensure that these are undertaken annually and reported appropriately.

In accordance with Trust policies and procedures, such as the behavioural framework and ensure that administration and clerical staff exercise great customer service skill in dealing with patients, relatives/carers, clinical and non-clinical staff internal and external to the Trust in the appropriate manner.

To hold regular Team Brief/Team Meetings and attend other meetings as required.

Ensure that all staff work within Information Governance and Data Quality requirements and escalate concerns to Business Development Manager.
