Job summary
We are looking for an individual to join the West Yorkshire Provider Collaborative on a temporary basis (up to 31 March 2027) to assist the Provider Collaborative Lead in establishing systems and processes that will provide the foundation for the Transformation of Children and Young People's Mental Health Services across West Yorkshire.
The post holder will take a lead role in a significant change programme, i.e., the Transformation of Children & Young People's Intensive Mental Health Services (CYPIMHS) in West Yorkshire. This Transformation has been directed by NHSE and is intended to build on the achievements of Provider Collaboratives nationally to reduce the number of young people in Inpatient (Tier 4) MH beds, reduce the length of stay when admission is necessary and see YP treated closer to home.
The Transformation will be wide-ranging, work across and with the ICB, children, young people and families as well as Place-based providers to re-imagine and re-shape MH Pathways for CYP. The focus will be on delivering effective care and treatment to CYP as close to home as possible, this will mean developing community based services and other alternatives to hospital. The post-holder will work with, and support, designated experts by experience and service users to ensure that the design, development and delivery of services is meaningfully co-produced. Elements of the Transformation will include the development of a capital programme.
Main duties of the job
The post holder will be responsible for all elements of the programme, including the design, planning, facilitation, communication, governance, and execution of the programme across a range of partnering organisations, commissioners and operational teams. The post holder will provide a framework in which clinical and operational leaders will drive forward the service transformation and change across the systems, utilising best practice and evidence base where possible, and in particular will ensure a high level of involvement from service users and carers.
The post holder will lead and support the programmes of service transformation within and across pathways by;
o Developing effective clinical networks
o Utilising change management and improvement methods
o Effective programme and project management.
o Embedding new metrics to support the programme
o Ensuring consistent communication
o Producing reports consisting of complex data and analytics
The post holder must be credible and experienced in managing complex change or redesign/transformation projects, and able to demonstrate an understanding of programme/project management approaches. They will be required to effectively engage (and develop a shared collective approach) with a wide range of service users, carers, clinicians, commissioners and senior managers across a significant geographical footprint and across a number of partner organisations.
